<br />J~ <br /> <br />TUESDAY <br /> <br />FEBRUARY 22, 1983 <br /> <br />Subject to annual review and to subsequent changes in priorities and to budgetary <br /> <br />constraints, Council accepted the City's administrative recommendations that a seven- <br /> <br />year street-and-sidewalk construction program be adopted (as set forth in a memorandum <br /> <br />dated February 15, 1983, to City Manager Edmonds from George W. Brown, Assistant City <br /> <br />Manager and Director of Public Works), in which program the costs are to be borne by <br /> <br />the City, with the exception of those projects involved in the CBD program wherein the <br /> <br />current shared-cost policy will prevail, to which recommended construction project was <br /> <br />added (at the request of Vice-Mayor Oakes) a 160-foot section along the souths ide of <br /> <br />Clearview Drive in the vicinity generally opposite the intersection of Barrows Mill <br /> <br />Road. As noted in Mr. Brown's memorandum and emphasized by Mayor Cole, inherent in the <br /> <br />adopted construction program is the goal to provide inproved pedestrian and traffic <br /> <br />safety on and along City streets and thoroughfares. <br /> <br />Council unanimously accepted for introduction (and further consideration and/or action <br /> <br />at its forthcoming March 8th meeting) a proposed ordinance to amend Appendix D and <br /> <br />Appendix E of Article X of the City's Terms and Conditions for Electric Service whereby, <br /> <br />in addition to some clarification thereof, the present charges therein for specified <br /> <br />electric connection services will be upgraded or updated from the year 1976, the year in <br /> <br />which such charges were last established. For its further consideration of this proposed <br /> <br />ordinance, as introduced, Council requested additional information as to the basis for the <br /> <br />proposed new charges or fees as well as to their competitiveness with fees charged by <br /> <br />other area utility companies. <br /> <br />Council acknowledged comments and/or suggestions from former Mayor William D. Hobson and <br /> <br />Vice-Mayor Oakes concerning the collection of delinquent property taxes, including <br /> <br />suggested follow-up procedures thereon. <br />
