<br />:0 <br /> <br />TUESDAY <br /> <br />FEBRUARY 8, 1983 <br /> <br />of the Virginia Employment Commission and now associated with the Governor's Employment <br /> <br />Training Council, and Mr. "Phil" Burnette, of the Vrain Corporation and a member of the <br /> <br />Governor's Employment Training Council. In an ensuing discussion of the new training <br /> <br />program, Councilman Reed expressed support thereof if it will provide training for the <br /> <br />unskilled and for the disadvantaged and also expressed support of active participation <br /> <br />by the City of Martinsville in lieu of non-participation whereby funds and controls would <br /> <br />rest with other governmental jurisdictions. At the conclusion of this discussion, and <br /> <br />upon motion (duly seconded and unanimously carried), Council adopted the following <br /> <br />resolution requesting that the areas comprised of localities within the West Piedmont <br /> <br />Planning District and the Central Virginia Planning District be designated as a single <br /> <br />service delivery area: <br /> <br />WHEREAS, on October 13, 1982, the President of the United States <br />signed into law the Job Training Partnership Act which replaces the <br />Comprehensive Employment and Training Act with a new program and <br />delivery system to train economically disadvantaged persons and others <br />for permanent, private sector employment; and <br /> <br />WHEREAS, the Jobs Training Partnership Act delegates the responsibility <br />of carrying out the act to the Governor and local governments; and <br /> <br />WHEREAS, the Governor of the Commonwealth of Virginia must designate <br />service delivery areas within the state and has solicited requests for <br />service delivery area designations from local governments by February <br />18, 1983; and <br /> <br />WHEREAS, both the Central Virginia Planning District Commission and the <br />West Piedmont Planning District Commission, on January 27, 1983, have <br />recommended that the local governments within planning districts eleven <br />and twelve join together and request the Governor to designate said con- <br />sortium of local governments as a service delivery area; and <br /> <br />WHEREAS, a consortium of local governments from planning districts eleven <br />and twelve meets the automatic entitlement criteria under the Jobs <br />Training Partnership Act by being a contiguous unit of local government <br />with an aggregate population of 400,000 or more and serves a substantial <br />part of a labor market; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled, that it hereby duly requests the Governor of <br />the Commonwealth of Virginia to designate the local governments within <br />
