Responding to this assertion, City Manager Edmonds pointed out that these two <br /> <br />publications were published under total job contracts with commercial artists, as per- <br /> <br />mitted under the City's purchasing-bidding regulations and, furthermore, that in the <br /> <br />normal and day-to-day printing requirements of the City for the past year Copenhaver <br /> <br />Printing was the successful bidder for fourteen orders out of fifty separate invitations <br /> <br />to bid issued during the year. <br /> <br />_. <br /> <br />City Manager Edmonds informed Council that, effective October 1, 1983, a new program, <br /> <br />entitled "Job Training Partnership Act", will replace the Comprehensive Employment and <br /> <br />Training Act ("CETA"), with the purpose of the new program being to provide training for <br /> <br />unskilled economically-disadvantaged youths and adults and to retrain people who are <br /> <br />"dislocated", i.e., those who are unemployed or on layoffs because of plant closings or <br /> <br />changes in the kinds of jobs available. Mr. Edmonds further noted that eligibilty <br /> <br />requirements and allowable costs under the new programs are basically the same as under <br /> <br />the "CETA" program to end September 30, 1983; however, under the new program ("JTPA"), <br /> <br />State and local governments will playa much more important role in the administration <br /> <br />of funds and in the design of specific training activities in association with private <br /> <br />industry councils, whose members will represent local governments, <br /> <br />private <br /> <br />- <br /> <br />businesses, <br /> <br />educational agencies, <br /> <br />and other interested organizations. <br /> <br />Funds <br /> <br />available for 1983-84 were projected to be between $706,000 and $922,000 for the <br /> <br />Martinsville labor area (Martinsville City and Henry and Patrick counties) and between <br /> <br />$1.8-$2.5 million for the West Piedmont Planning District area. Under the new program, <br /> <br />service delivery areas must be established (with a minimum of 200,000 people within a <br /> <br />locality or consortium required to qualify as a single service delivery area) and every <br /> <br />locality must be a part of a service delivery area.
