<br />~8 <br />'.,;l <br /> <br />TUESDAY <br /> <br />FEBRUARY 8, 1983 <br /> <br />Section 103(k) of the Internal Revenue Code of 1954, as amended: <br /> <br />WHEREAS, Section 103(k) of the Internal Revenue Code of 1954, <br />as amended, requires that a public hearing be held before the <br />issuance after December 31, 1982, of "industrial development <br />bonds" within the meaning of such section; and <br /> <br />WHEREAS, the City Council of the City of Martinsville, Virginia, <br />deems it appropriate that the Industrial Development Authority <br />of the City of Martinsville, Virginia, hold the necessary public <br />hearings on the industrial development bonds it proposes to issue <br />under the Virginia Industrial Development and Revenue Bond Act; <br />now, therefore, <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF MARTINSVILLE, <br />VIRGINIA, that: <br /> <br />1. The Council of the City of Martinsville, <br />Virginia, until further resolution of this <br />body, hereby approves the holding of hearings <br />required by Section 103(k) of the Internal <br />Revenue Code of 1954, as amended, by the <br />Industrial Development Authority of the City <br />of Martinsville, Virginia, (the "Authority"), <br />on all industrial development bonds proposed <br />to be issued by the Authority; and <br /> <br />2. This Resolution shall take effect immediately. <br /> <br />Vice-Mayor Oakes reported on the meeting (which he attended) of the Virginia Municipal <br /> <br />League's Legislative Committee, held in Richmond, Virginia, on February 2, 1983, and the <br /> <br />briefings at this meeting on legislation being proposed to the 1983 Session of the <br /> <br />Virginia General Assembly and of interest and/or concern to the City of Martinsville <br /> <br />and other Virginia municipal governments. <br /> <br />Mr. Harry G. Copenhaver, Jr., owner-operator of Copenhaver Printing (in Martinsville), <br /> <br />appeared before Council and asserted that the recent printing-publishing for the City of <br /> <br />two brochures (viz., a "Newcomer's Guide" and a "Welcome to Martinsville City Council") <br /> <br />was not in accordance with the City's purchasing-bidding procedures in that his firm and/or <br /> <br />other local printing firms was--or were--not given an opportunity to bid on either of these <br />
