6 TUESDAY JANUARY 25, 1983 Mrs. Wright pointed out, would provide better surface drainage, improved soil erosion control, and a general enhancement in the appearance of the street. Noting that com- pliance with this (amended) request would constitute a policy change and/or require a policy decision on the part of Council, Council unanimously referred this matter to the Planning Commission for its consideration and advice. In response to a request from the Virginia Municipal League, Council unanimously sub- mitted the names of the following nominees from the City for membership on the following VML policy committees for consideration by VML President Francis T. West in his appointing of members to these committees: POLICY COMMITTEES NAMES & TITLES Public Safety L. D. Oakes, Vice-Mayor Henry C. Reed, Councilman Eliza H. Severt, Councilwoman Don R. Edmonds, City Manager Geo. W. Brown, Asst. City Manager & Public Works Director (no nominee -- Mayor Cole, who has served on this committee, not electing to be reappointed) Effective Government Human Development Transportation Environmental Quality Community & Eco. Dev. At the request of Mr. Mark R. Henne, Executive Director of the West Piedmont Planning District Commission, Council unanimously authorized City Manager Edmonds to execute a Letter of Agreement (on behalf of the City) by which the City of Martinsville will join with other eligible jurisdictions of the West Piedmont Planning District in the filing of an application for a Community Development Assistance Grant and, too, will act as the principal applicant therefor, with the West Piedmont Planning District Commission being designated to undertake the application's project activities. Upon motion, duly seconded and unanimously carried, Council authorized and directed the
