<br />j <br /> <br />TUESDAY <br /> <br />JANUARY 25, 1983 <br /> <br />- <br /> <br />Future street construction projects, including curb/gutter or <br />sidewalks, would be undertaken in accordance with the following: <br /> <br />- <br /> <br />1. Policies as to primary roads and thoroughfares <br />would remain unchanged, subject to budgetary <br />considerations. <br />2. Policies as to curb-and-gutter improvements to <br />secondary streets, requiring cost participation <br />by property owners, would remain unchanged, <br />subject to budgetary considerations and neighbor- <br />hood petitions. <br />3. All sidewalk construction projects would be soley <br />financed by the City, subject to budgetary con- <br />siderations and a priority list established by the <br />Council. <br />4. All construction (other than that by the State) <br />would continue to be done by City forces. <br /> <br />With no anticipation of any additional petitions by property owners to participate <br /> <br />in the cost of improvements to secondary streets, Mr. Edmonds proposed, accompanied <br /> <br />by suggested priority listings, that the City embark on a multi-year program to <br /> <br />improve certain thoroughfares in accordance with current policy and (to) construct a <br /> <br />multitude of sidewalks without such participation, estimated to require twelve years <br /> <br />to complete (assuming an expenditure of $200,000 annually for the first five years), <br /> <br />which would meet the City's most pressing needs for the foreseeable future. Council <br /> <br />expressed concurrence with foregoing recommendations 1, 2, and 4 but held in abeyance <br /> <br />a decision with regard to recommendation 3, pending further consideration thereon at <br /> <br />_. <br /> <br />Council's forthcoming February 22nd meeting. Meanwhile, Mrs. William T. Wright, Jr., <br /> <br />of 1025 Morningside Lane, appeared before Council and asked that a variance from the <br /> <br />City's present 100% participation shared-cost curb-and-gutter construction policy be <br /> <br />made to allow for the construction of curb-and-gutter on only one side of Morningside <br /> <br />Lane, for which a petition has been prepared but lacks the signatures and/or partici- <br /> <br />pation of three property owners because, in the case of two of the property owners, <br /> <br />such construction in front of their properties would adversely affect their already- <br /> <br />constructed driveway entrances.
