City Manager Edmonds informed Council that the ordinance, with the <br /> <br />exception of Attorney Gregory's proposal, now reflects all changes and revisions heretofore <br /> <br />authorized by Council. Upon motion by Councilman West, seconded by Vice-Mayor Oakes, and <br /> <br />with Councilwoman Severt voting against the motion and all other members of Council voting <br /> <br />for the motion, Council adopted the proposed license tax ordinance, with revisions thereto <br /> <br />as authorized. (NOTE: This ordinance is not herein made a part of these minutes but is on <br /> <br />file with the Clerk of Council and will appear as a supplement to the new City Code, now in <br /> <br />the process of being codified and published.) Meanwhile, Council concurred with Vice-Mayor <br /> <br />Oakes' request for a report on, and review of, the impact of this ordinance upon the City's <br /> <br /> <br />revenue, as well as upon other aspects, a year hence. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted an ordinance, identified <br /> <br />as the "Electric Franchise Ordinance", as introduced at Council's meeting held January 11, <br /> <br />1983, and as hereinafter made part of these minutes, by which--subject to the terms and <br /> <br />conditions set forth therein--Council granted a franchise to Appalachian Power Company to <br /> <br />operate an electric light-heat-power transmission and distribution system within the City. <br /> <br />In a correlative action, Council accepted a Bill of Sale from Appalachian Power Company for <br /> <br />APCo's facilities within the City's Forest Park area to provide for the transfer of eighty- <br /> <br />three of APCo's residential customers in that area to the City's electric system, for which <br /> <br />facilities--as authorized by Council--the City paid to APCo the sum of $60,699.00, being by <br /> <br />check presented during this meeting to Mr. Joseph D. Higgins, Manager of APCo's Fieldale <br /> <br />District. In so doing, Council expressed its appreciation to Appalachian Power Company and <br /> <br />its officials for their cooperation and assistance toward making possible the transfer of <br /> <br />these customers who reside in the area annexed by the City from Henry County as of January 1, <br /> <br />1965.
