) TUESDAY JANUARY 25, 1983 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor William C. Cole, Jr., presiding, was held Tuesday, January 25, 1983, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, as follows: William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; and Francis T. West. Following the invocation, Council presented a token of appreciation to Mr. James Garland Lovell, who retired as an employee of the City's Electric Department on December 31, 1982, after having completed thirty years of faithful service to the City and having last served as the Electric Department's Superintendent of Operations. Upon motion, duly seconded and unanimously carried, Council approved--as recorded--the minutes of its regular meeting held January 11, 1983. Continuing its consideration of the proposed new license tax ordinance, which has been developed to replace the City's current license tax ordinance (1970) in its entirety to comply with the requirements of Section 58-266.1 of the CODE OF VIRGINIA (1950, and as amended), Council accepted the revised definition of "Commission Merchants" proposed and recommended by Mr. John L. Gregory, III, Attorney at Law and Counsel for many of the area citizens involved in home occupation-direct selling ventures. With regard to that section of the proposed license tax ordinance which will impose a tax on the gross receipts of small loan companies operating in the City (rather than the heretofore flat tax imposed), Councilwoman Severt, after comparing the license tax rates now imposed by other Virginia cities on such businesses, offered a motion that the new rate be set at 251 rather than the 20~-rate tentatively set at Council's January 11th meeting; however, for lack of a second to this motion, no action thereon was taken and, accordingly, the
