<br />) <br /> <br />TUESDAY <br /> <br />JANUARY 25, 1983 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, January 25, 1983, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, as <br /> <br />follows: William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. <br /> <br />Severt; and Francis T. West. <br /> <br />Following the invocation, Council presented a token of appreciation to Mr. James <br /> <br />Garland Lovell, who retired as an employee of the City's Electric Department on December <br /> <br />31, 1982, after having completed thirty years of faithful service to the City and having <br /> <br />last served as the Electric Department's Superintendent of Operations. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved--as recorded--the <br /> <br />minutes of its regular meeting held January 11, 1983. <br /> <br />Continuing its consideration of the proposed new license tax ordinance, which has been <br /> <br />developed to replace the City's current license tax ordinance (1970) in its entirety to <br /> <br />comply with the requirements of Section 58-266.1 of the CODE OF VIRGINIA (1950, and as <br /> <br />amended), Council accepted the revised definition of "Commission Merchants" proposed <br /> <br />and recommended by Mr. John L. Gregory, III, Attorney at Law and Counsel for many of <br /> <br />the area citizens involved in home occupation-direct selling ventures. With regard to <br /> <br />that section of the proposed license tax ordinance which will impose a tax on the gross <br /> <br />receipts of small loan companies operating in the City (rather than the heretofore flat <br /> <br />tax imposed), Councilwoman Severt, after comparing the license tax rates now imposed by <br /> <br />other Virginia cities on such businesses, offered a motion that the new rate be set at <br /> <br />251 rather than the 20~-rate tentatively set at Council's January 11th meeting; however, <br /> <br />for lack of a second to this motion, no action thereon was taken and, accordingly, the <br />
