<br />4~ <br /> <br />TUESDAY <br /> <br />NOVEMBER 27, 1984 <br /> <br />carried unanimously and, thus, the "Alternative A" financing plan was adopted, imple- <br /> <br />mentation of which will yet require formal appropriative actions by Council. <br /> <br />- <br /> <br />Under date of November 16, 1984, by report addressed to City Manager Edmonds, Mr. J. <br /> <br />Michael Grubbs, Administrative Assistant, informed Council that for the third con- <br /> <br />secutive year the City of Martinsville has failed to receive funding under the Virginia <br /> <br />Community Development Block Grant program, noting that the City's 1984 application was <br /> <br />for a housing rehabilitation project whereas the 1982 and 1983 applications pertained <br /> <br />to expansion of the City's Wastewater Treatment Plant. The report identified selection <br /> <br />rating criteria used by the State of Virginia in considering VCDBG applications as well <br /> <br />as noted that of the 100 applicants (in 1984) eleven were from cities, twenty-nine were <br /> <br />from counties, and sixty were from towns, with applications being approved for two cities, <br /> <br />twelve for counties, and nineteen for towns. City Manager Edmonds interpreted this report <br /> <br />and the failure to obtain housing rehabilitation funding for the City as the end of the <br /> <br />City's housing rehabilitation program (unless locally funded) whereas Mr. Mark Henne, <br /> <br />Executive Director of the West Piedmont Planning District Commission, urged the City to <br /> <br />revive (i.e., resubmit) the application next year for housing rehabilitation funding. <br /> <br />Meanwhile, Mayor Cole asked City Manager Edmonds to prepare a brief Summary of the City's <br /> <br />accomplishments in its housing rehabilitation program and Councilman Oakes suggested that <br /> <br />the City's representatives be made aware of the City's needs. <br /> <br />Council unanimously accepted for introduction--and for further consideration and action <br /> <br />at its forthcoming December 11th meeting--an ordinance which will amend Section 5 of <br /> <br />Article II of the City's Business-Professional-Occupational License Tax Ordinance to <br /> <br />reduce the present license tax (of $3,000.00) imposed on fortune-tellers, etc., to <br /> <br />$1,000.00, to comply with State-mandated requirements. <br />
