<br />As a result of the foregoing audited findings, Councilman Oakes suggested (and, also,
<br />
<br />--
<br />
<br />introduced a motion, which he later withdrew, pending further consideration requested
<br />
<br />by Councilman Groden) that $150,000.00 of the excess surplus be appropriated to apply
<br />
<br />to the cost of water system improvements for which the voters on November 6th authorized
<br />
<br />the issuance of $1,500,000.00 in general obligation bonds, thereby reducing to
<br />
<br />$1,350,000.00 the amount to be offered for sale now being contemplated in mid-January of
<br />
<br />1985 to pay, coupled with 1984-85 budgeted funds, the City's share of the cost of the
<br />
<br />Leatherwood Creek Raw Water Line (constructed by the Henry County Public Service
<br />
<br />Authority). And, in response to Mayor Cole's inquiry, City Manager Edmonds reported
<br />
<br />that a long-range financing proposal or schedule (for other than the Water Utility Fund)
<br />
<br />is now in the process of being prepared for presentation to Council in the near future.
<br />
<br />On behalf of the Martinsvi lle-HenryCounty Clean Community Commiss ion, Mrs. Nancy Henderson,
<br />
<br />Chairman, appeared before Council and reported that this agency has won, for the second
<br />
<br />successive year, the "Governor's Award of Excellence" (1984) in recognition of this
<br />
<br />agency's achievements in litter control, which award will be presented in Richmond,
<br />
<br />Virginia, on January 16, 1985, being the occasion of the annual "Keep Virginia Beautiful
<br />
<br />Awards" ceremony. Council heartily commended this commission for its achievements and
<br />
<br />recognition.

<br />By advance letter and in person, Mr. William L. Anas, Manager of the Martinsville Cable-
<br />
<br />vision division of Multi-Channel TV Cable Company, notified Council and the public that,
