<br />:70 <br /> <br />TUESDAY <br /> <br />NOVEMBER 13, 1984 <br /> <br />because of increased charges being imposed by satellite program sources, rates for <br /> <br />certain "tier service" subscribers will be increased locally as of December 1, 1984. <br /> <br />Meanwhile, in response to Vice-Mayor Severt's inquiry, City Attorney Worthy advised <br /> <br />that Council has no authority to control local cablevision subscriber rates for such <br /> <br />"tier services", such service rates being excluded from Council's jurisdiction set <br /> <br />forth in the franchise granted by the City to Multi-Channel TV Cable Company. <br /> <br />Council was apprised of the Virginia Municipal League-sponsored regional legislative <br /> <br />meeting scheduled for December 13, 1984, in Roanoke, Virginia. <br /> <br />In response to Mayor Cole's query, City Manager Edmonds reported that developments <br /> <br />are on schedule with regard to the wastewater facilities improvement program, which <br /> <br />include consultations and much staff-level work devoted to the necessary amending of <br /> <br />the current agreement with the Henry County Public Service Authority and preparation <br /> <br />of data for presentation to involved regulatory boards and commissions. <br /> <br />City Manager Edmonds commented on recent correspondence between himself and the <br /> <br />Pittsylvania CountyCommunityActionAgeITcy relating to this agency's offer to provide <br /> <br />weatherization services for eligible Martinsville citizens; whereupon, Council invited <br /> <br />the Executive Director of said agency to appear before Council at Council's forth- <br /> <br />coming November 27th regular meeting for discussion and further consideration of the <br /> <br />offer and program. <br /> <br />Upon motion, duly seconded and unanimously carried by a recorded vote, and in <br /> <br />accordance with the requirements of Section 2.1-344, subsections (a)(2) and (a)(6), <br /> <br />of the CODE OF VIRGINIA (1950, and as amended), Council convened into an Executive <br /> <br />Session for the purposes of (1) considering the disposing of certain City-owned real <br /> <br />property and (2) considering certain legal matters, with legal and staff briefings, <br />
