<br />4{ <br /> <br />TUESDAY <br /> <br />NOVEMBER 13, 1984 <br /> <br />1. Pavement (i.e., repaving) of Fayette Street from North Moss <br />Street to Pine Hall Road; <br /> <br />2. Prohibit the movement of large trucks (i.e., tractor-trailers <br />and/or dump trucks) along Fayette Street; <br /> <br />3. Install guard rails at bottom of Crestwood Court and Pony <br />Place; <br /> <br />4. Conduct a thorough study directed toward enhancing Baldwin <br />Park as a recreational area; <br /> <br />5. Schedule Industrial League soft-ball games at Albert Harris <br />(Elementary) School; <br /> <br />.- <br /> <br />6. Employ more black citizens throughout various City <br /> <br />Departments; <br /> <br />7. Install a sidewalk from Middle Street "to Koehler up to the <br />apartment complexes"; and <br /> <br />8. Change the timing sequence of the traffic light at the inter- <br />section of Fayette Street-West Church Street-Memorial <br />Boulevard to better accommodate Fayette Street traffic during <br />the early morning and late afternoon hours. <br /> <br />Under the date of November 7, 1984, City Manager Edmonds presented his written response <br /> <br />to the comments, suggestions and criticisms contained in the Report on Audit, as pre- <br /> <br />pared by Ford, Hogg & Cobbe, CPA's, for the City's fiscal year ended June 30, 1984, for <br /> <br />some of which--Mr. Edmonds reported--procedures are in process to assure compliance or <br /> <br />will be implemented; however, Mr. Edmonds deemed as not being cost-effective the recom- <br /> <br />mendation that the Data Processing Division of the Finance Department be established as <br /> <br />a separate and independent department with the suggested inclusion therein of an in- <br /> <br />house programmer and, further, that the basic approach adopted by the City in planning <br /> <br />for the installation of its computer system (and with the subsequent expansion thereof <br /> <br />to accommodate more functions) has served and is serving well the City's needs. <br /> <br />Also, under date of November 7th, City Treasurer John W. Bouldin, Jr., responded to the <br /> <br />auditor's comments, suggestions and criticisms as they pertain to the Treasurer's office <br /> <br />(for the year ended June 30, 1984), particularly as to the (1) reconciliation of the <br />
