<br />166 <br /> <br />TUESDAY <br /> <br />NOVEMBER 13, 1984 <br /> <br />(3) Conviction of any felony, or any crime involving moral <br />turpitude, or any crime involving sexual misconduct. <br /> <br />(4) Conviction of three (3) or more misdemeanors during the <br />five (5) year period next preceding the date of any such <br />revocation. <br /> <br />(5) Conviction of driving or operating a motor vehicle while <br />intoxicated. <br /> <br />(6) Suspension or revocation of state operator's or <br />chauffer's license. <br /> <br />(7) Falsification of the application for the permit. <br />(8) Failure to comply with any provisions of this article. <br /> <br />Sec. 22-70. Petition to the City Manager. <br /> <br />Any person whose application for a driver's permit has not been <br />granted by reason of the provisions of Sec. 22-62 or whose per- <br />mit has been revoked by reason of the provisions of Sec. 22-69 <br />may, within ten (10) days after receiving written notice of <br />such action, petition the City Manager either to grant, or <br />restore, as the case may be, said driver's permit. Upon such <br />petition, a copy of which shall be served upon the chief of <br />police, the City Manager may, in his discretion, either grant <br />or restore (as the case may be) to such person said driver's <br />permit if the City Manager is satisfied from the evidence that <br />said person's character and qualifications to operate a taxi- <br />cab are such that his operation of same does not constitute a <br />threat to the safety and welfare of the public. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved a lease agree- <br /> <br />ment with the W. C. Ham Learning Center for usage of City-owned premises on Fourth <br /> <br />Street under conditions set forth in said agreement for a one-year period beginning <br /> <br />October 1, 1984, and continuing thereafter unless terminated by either party. <br /> <br />Because Council's regular second meeting in December is scheduled for Christmas Day <br /> <br />(December 25th), Council cancelled said second meeting. <br /> <br />Mr. Richard Lee Harris, of 1000 Fayette Street, who appeared before Council at its <br /> <br />regular October 23rd meeting seeking certain improvements in the West End area of the <br /> <br />City, again appeared before Council and presented in writing, as suggested by Council <br /> <br />on October 23rd, a listing, as follows, of specific improvements being sought, to <br /> <br />which was attached the signatures of 102 concerned citizens: <br /> <br />---.----"..,.'..- -. .....--..- -~'---"'-'"---"-"""-"-_."'''..'--"'--"'-'--'-_."'-''--" <br />
