<br />460 <br /> <br />OCTOBER 23, 1984 <br /> <br />TUESDAY <br /> <br />As evidence of unanimous support of a proposal that the City be authorized to issue <br /> <br />$1,500,000.00 in general obligation bonds to help finance the cost of water system <br /> <br />improvements, on which authorization an election is scheduled for November 6th, mem- <br /> <br />bers of Council agreed personally to underwrite the cost of a newspaper advertisement <br /> <br />urging local voters to grant such authorization. Vice-Mayor Severt, along with City <br /> <br />Manager Edmonds, reported on efforts underway to publicize the need and merits for <br /> <br />such authorization. Council also unanimously adopted the following resolution in <br /> <br />support of the proposed financing: <br /> <br />WHEREAS, experience and detailed engineering study in the past <br />has established that the City of Martinsville's supply of raw <br />water is inadequate and requires supplementation; and <br /> <br />WHEREAS, a mutually beneficial contract with Henry County has <br />been entered into whereby to ultimately gain an additional 4.0 <br />MGD of raw water from Leatherwood Creek; and <br /> <br />WHEREBY, Henry County, through its Public Service Authority, <br />has entered into construction of the transmission main, <br />pumping station and appurtenances necessary to secure the <br />aforementioned water supply; and <br /> <br />WHEREAS, the City Council, on August 28, 1984, ordained a <br />referendum whereby the citizens of the City could vote on <br />the issuance of $1,500,000 in general obligation bonds, as <br />required to partially finance the City's share of the <br />Leatherwood Creek project; now, therefore, <br /> <br />BE IT RESOLVED by the City Council in its regular session on <br />October 23, 1984, that: <br /> <br />1. The future development and overall interests of <br />the City of Martinsville are to a major extent <br />dependent upon the availability of secure and <br />sufficient sources of water; <br /> <br />2. A commitment has previously been made to a co- <br />operative effort with Henry County to obtain <br />and finance access to raw water in Leatherwood <br />Creek; <br /> <br />3. The citizens of the City be urged to unite in <br />support of the proposed bond issue and to vote <br />"Yes" on this proposition at the time of the <br />general election on November 6, 1984. <br />
