<br />4€ <br /> <br />TUESDAY <br /> <br />OCTOBER 23, 1984 <br /> <br />Council unanimously approved of a proposal to transfer (by deed, execution of which <br /> <br />was authorized) 180 square feet of City-owned property to the Virginia Department of <br /> <br />Highways & Transportation required for construction of the Mulberry Road Extension <br /> <br />Project. <br /> <br />Mr. Bruce H. Caricofe, representing the Martinsville-Henry County Chapter of Handi- <br /> <br />caps Unlimited of Virginia, Inc., appeared before Council and urged that steps be <br /> <br />- <br /> <br />immediately taken to comply (where not in compliance) with the requirements of <br /> <br />regulations (such as set forth under Federal "504", BOCA Code, and General Revenue <br /> <br />Sharing) applicable to physical facilities for handicapped citizens. City Manager <br /> <br />Edmonds suggested that Council take Mr. Caricofe's request under advisement, pending <br /> <br />Mr. Edmonds' study of the matter and a delineation of the issues and scope. <br /> <br />Council acknowledged receipt of the following staff reports: <br /> <br />A. On the City's compliance with administrative requirements of <br />General Revenue Sharing discrimination regulations; and <br /> <br />B. On the City's financial activities and condition, quarter <br />ended September 30, 1984. <br /> <br />At the suggestion of Councilman Oakes, Council adopted the following resolution <br /> <br />-, <br /> <br />expressing (in principle) the Council's preference for retention of the current <br /> <br />method available to cities in Virginia of appointing members to local school boards: <br /> <br />WHEREAS, pursuant to House Resolution 12 of the 1984 Virginia <br />General Assembly, the House Privileges and Elections Committee <br />has been directed to study the methods of selecting and/or <br />appointing members of school boards in Virginia; and <br /> <br />WHEREAS, said Committee, through a Subcommittee, is inviting <br />expressions from the public on this matter, including con- <br />sideration of permitting (by local option) the electing of <br />school board members by popular vote, preparatory to filing <br />by the Committee of its report thereon to the 1985 Session of <br />the Virginia General Assembly; and <br />
