<br />45 <br /> <br />TUESDAY <br /> <br />OCTOBER 23, 1984 <br /> <br />Council acknowledged receipt of a Report on Audit prepared by the accounting firm of <br /> <br />Ford, Hogg & Cobbe (CPA's) for the City's fiscal year ending June 30, 1984, as well <br /> <br />as comments thereon (in person) by Mr. Stephen W. Kendrick, CPA, a partner in the <br /> <br />firm, with emphasis on the Management Letter made a part of the report and to which <br /> <br />City Manager Edmonds indicated he will respond at Council's forthcoming November <br /> <br />13th regular meeting. <br /> <br />At the prior invitation extended by Council, Messrs. Kevin Laine and Jason Dove, of <br /> <br />the Martinsville Junior Chamber of Commerce ("Jaycees"), appeared before Council and <br /> <br />described some of the efforts and events related to the 1984 "Oktoberfest" recently <br /> <br />sponsored and conducted by this organization as well as plans for enlarging the 1985 <br /> <br />"Oktoberfest". Council commended Messrs. Laine and Dove and their organization for <br /> <br />organizing and producing this outstanding project. <br /> <br />In accepting for introduction and/or reintroduction certain ordinances proposed to <br /> <br />amend Sections 22-62 and 22-69 and to add a new section as Section 22-70 of the City <br /> <br />Code, pertaining to driver permits for taxicabs and for-hire cars, which acceptance <br /> <br />was by a vote of three-to-one (Mayor Cole abstaining and Councilman Williams voting <br /> <br />"Nay"), and noting that proposed Section 22-70 would provide rights of appeal (under <br /> <br />certain conditions) to the City Manager, Council scheduled these amending ordinances <br /> <br />for further action at Council's forthcoming November 13th regular meeting. <br /> <br />Council unanimously approved (for execution by the City) an agreement with Appalachian <br /> <br />Power Company for the purchase of electric energy at several City-owned-and-operated <br /> <br />facilities under the terms of a recently-negotiated tariff identified as "Public <br /> <br />Authority Tariff No.3", which tariff will replace that under which Appalachian has <br /> <br />previously served these facilities. <br />
