<br />458 <br /> <br />TUESDAY <br /> <br />OCTOBER 23, 1984 <br /> <br />application, the Planning Commission reported that some concern has been expressed by <br /> <br />Mrs. Mary Buffington, of 216 Starling Avenue, as to supervision of the individuals to <br /> <br />be housed at 214 Starling Avenue and by members of the Planning Commission as to both <br /> <br />supervision and safety, with applicant (represented by Ms. Martha Maltais, Director) <br /> <br />giving assurance that the individuals would be well supervised and (that) all appli- <br /> <br />cable City-State code regulations would be strictly adhered to; and, furthermore, <br /> <br />that applicant has indicated that, if Mrs. Buffington so desires, a fence would be <br /> <br />erected between the two properties, whereupon Mrs. Buffington informed the Commission <br /> <br />that she has no objection to the petition. There being no objections registered by <br /> <br />any citizen at this public hearing and no other concerns expressed, Vice-Mayor Severt <br /> <br />closed the hearing; whereupon, after some discussion and by motion, duly seconded and <br /> <br />unanimously carried, Council authorized the issuance of a Special-Use Permit for the <br /> <br />cited purpose and location. <br /> <br />Continuing its review of the proposed Comprehensive Plan Update, Council completed <br /> <br />its examinations of sections thereof encompassed by pages 10-1 through 15-1 and, after <br /> <br />referring particularly to such matters as goals, policies, housing needs, and capital <br /> <br />improvement projects (and priorities), Council tentatively scheduled final action on <br /> <br />the Plan at its forthcoming November 13th regular meeting, pending responses by City <br /> <br />Manager Edmonds to the several questions raised during the review process. Meanwhile, <br /> <br />a Mr. Richard Harris suggested that the Plan should address improvements for the area <br /> <br />of the City between Moss Street and Pine Hall Road; however, such suggested improve- <br /> <br />ments being deemed as best addressed during budget preparations and adoptions, Mr. <br /> <br />Harris was requested to compile a list of specific projects for presentation at a <br /> <br />later date. Too, in response to a query from Councilman Williams, Council was advised <br /> <br />of conditions which limit development and usage of Baldwin Park. <br />
