<br />45' <br /> <br />TUESDAY <br /> <br />OCTOBER 23, 1984 <br /> <br />B. That petition, filed jointly by Miss Buena Thomas, Mrs. Elizabeth <br />Gregory, and Mr. John W. Hamilton, seeking the abandonment of a <br />fifteen-foot alley situated adjacent to Lots Nos. 97, 98, 99, 110, <br />and 111 between Lavinder Street and the south side of Memorial <br />Boulevard, recommended by the Planning Commission to Council for <br />approval, subject to certain conditions. <br /> <br />There being no objections registered by any citizen to these petitions, Vice-Mayor <br /> <br />Severt declared these hearings closed; whereupon separate motions, duly seconded, and <br /> <br />unanimously carried by separate actions, Council unanimously accepted the Planning <br /> <br />Commission's recommendations thereon and granted said petitions by means of the fol- <br /> <br />lowing ordinances adopted: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-third day of October, 1984, <br />that the section of Winston Street which lies between Lavinder Street <br />and the south side of Memorial Boulevard be--and is hereby--declared <br />vacated and abandoned, contingent upon retention by the City of <br />appropriate utility and construction easements and upon the preparation <br />of appropriate maps reflecting the combining of the vacated street <br />section and the combining of a fifteen-foot alley (between Lavinder <br />Street and the south side of Memorial Boulevard), also abandoned, with <br />the adjacent lots. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing, <br />this ordinance shall be in force on and after October 24, 1984. <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-third day of October, 1984, <br />that a fifteen-foot alley situated between Lavinder Street and the <br />south side of Memorial Boulevard, abutting Lots. Nos. 97, 98, 99, <br />110, and 111, be--and is hereby--declared vacated and abandoned, <br />contingent upon (1) retention by the City of appropriate utility and <br />construction easements and (2) the preparation of appropriate maps <br />reflecting the combining of the vacated alley, plus a section of <br />Winston Street vacated and abandoned, with adjacent lots. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing, <br />this ordinance shall be in force on and after October 24, 1984. <br /> <br />Pursuant to duly-published notice, Council conducted a public hearing on an appli- <br /> <br />cation for a Special-Use Permit, as filed by the Piedmont Regional Mental Retarda- <br /> <br />tion Services agency, seeking authority to operate a group residence at 214 Starling <br /> <br />Avenue for mentally-retarded adults.
