<br />146 <br /> <br />TUESDAY <br /> <br />OCTOBER 9, 1984 <br /> <br />Upon motion by Councilman Groden, seconded by Vice-Mayor Severt, Council unanimously <br /> <br />directed the City's bond counsel to take such steps and prepare such documents as are <br /> <br />necessary to negate (i.e., cancel) the effect of the sewer bond referendum scheduled <br /> <br />for November 6, 1984, it being deemed by Council that the issuance of bonds to finance <br /> <br />the cost of projects outlined in the foregoing report is not required at the present <br /> <br />time and that some other financing method, such as heretofore advocated by Councilman <br /> <br />Groden, might be selected. <br /> <br />With regard to the water bond referendum scheduled also for November 6, 1984, to <br /> <br />authorize the issuance of $1,500,000.00 in bonds to help finance the City's cost-share <br /> <br />of the Leatherwood Raw Water Line (being constructed by the Henry County Public Service <br /> <br />Authority and now nearly completed), Council directed that an appropriate resolution be <br /> <br />prepared for Council's adoption at its regular meeting scheduled for October 23, 1984, <br /> <br />by which Council will formally reaffirm its already-expressed unanimous support of the <br /> <br />referendum question. Council also asked Vice-Mayor Severt and City Manager Edmonds to <br /> <br />develop a publicity program and effort urging voters to approve the issuance of said <br /> <br />bonds. <br /> <br />In Council's adoption and endorsement of the aforesaid "Wastewater Alternatives" report, <br /> <br />the question subsequently arose as to whether Wiley & Wilson, Consulting Engineers, <br /> <br />should complete its commissioned preparation of plans and specifications (other than for <br /> <br />the approved odor-control improvements at the City's wastewater treatment plant) for the <br /> <br />previously-proposed expansion of the City's wastewater treatment plant (from 6 mgd to <br /> <br />8 mgd capacity). Upon motion by Councilman Groden, seconded by Councilman Williams, <br /> <br />Council directed Wiley & Wilson to suspend the preparation of such plans and specifi- <br /> <br />cations (for plant expansion), the vote directing such suspension carrying by a vote of <br /> <br />four-to-one (Councilman Oakes voting against the motion, inasmuch as he expressed him- <br /> <br />self as being in favor of the completing of the plans and specifications in order that <br />
