However, due to exces- <br />sive capital cost associated with some alternatives and uncertainty as to <br />available capacity in county facilities 7 to 10 years hence in others, the <br />options available were significantly reduced. <br /> <br />It is recognized that a critical feature of this alternative is that, if <br />pursued, it would take approximately 1~ years longer for the City to achieve <br />an additional 2 mgd capacity than it would have if the City expands its own <br />plant. For this reason the interim diversion to the Upper Smith River Plant <br />at Koehler is an integral part of this alternative. This will allow for up <br />to 0.75 mgd of additional City capacity in the interim. The diversion <br />feature also gives treatment flexibility to both jurisdictions after the <br />City achieves its additional 2 mgd. <br /> <br />In order to achieve the diversion within 6 months as well as begin design <br />on the line and plant at Marrowbone, the City, Henry County, and the Public <br />Service Authority should endorse the plan as soon as possible. The author- <br />ity needs to know the City's intention before authorization can be given <br />for the Jones Creek diversion and the Marrowbone improvements, after which <br />an amendment to the 1974 Wastewater Agreement can be drafted and executed <br />by all parties. <br /> <br />-- <br /> <br />Immediately upon authorization, the state regulatory agencies should be <br />consulted so that the necessary discharge permit requirements for the <br />Marrowbone Plant can be satisfied without delaying the design or con- <br />struction of the project.
