<br />12 <br /> <br />TUESDAY <br /> <br />OCTOBER 9, 1984 <br /> <br />After some discussion, upon motion by Councilman Groden, seconded by Vice-Mayor Severt, <br /> <br />Council unanimously accepted and endorsed a report (d2ted October 3, 1984) entitled, <br /> <br />"Wastewater Alternatives", prepared by a joint City--County negotiation committee and <br /> <br />addressed jointly to the Council, the Henry County Board of Supervisors, and the Henry <br /> <br />County Public Service Authority, which action by the Council (and the efforts of the <br /> <br />committee) members of Council described as demonstrating City-County cooperation at its <br /> <br />best and a long-range solution to community wastewater treatment problems, as did Mr. <br /> <br />Benjamin R. Gardner, Attorney at Law, expressing appreciation to Council and the City's <br /> <br />administrative staff on behalf of citizens he has represented on prior occasions opposing <br /> <br />the proposed expanding of the City's wastewater (sewage) treatment plant. The report was <br /> <br />as follows: <br /> <br />Since City Council's request of August 14, 1984, that we return to con- <br />sider a regional solution to the wastewater problem, the negotiation <br />representatives of Henry County and the City of Martinsville and the <br />Public Service Authority have met three times to discuss various alter- <br />natives and conditions relating to achieving a flexible, economical, and <br />feasible approach to solving both the short-term and long-term wastewater <br />treatment needs of the two political jurisdictions. Three short-term <br />alternatives were examined and estimated as well as numerous long-term <br />solutions to meet the 20-year projected needs. <br /> <br />At this time, we jointly recommend the following alternative as the best <br />overall 20-year plan for solving the area's wastewater needs: <br /> <br />Phase I <br /> <br />1. T,he City complete design and construction of the digestor <br />improvements and the design of the odor control improve- <br />ments at the City's present plant. <br /> <br />2. The Henry County Public Service Authority design, finance, con- <br />struct, and operate the Jones Creek Pump Station and diversion <br />to the Public Service Authority's Upper Smith River plant at <br />Koehler. Initial total diversion to the plant would be up to <br />1.5 mgd of which the City would contribute up to 0.75 mgd as <br />needed and the Public Service Authority would contribute up to <br />0.75 mgd as needed in terms of applied credit towards addi- <br />tional capacity in the City plant. <br /> <br />Although the Public Service Authority would finance the improve- <br />ments, the City would pay for the use of the improvements until <br />such time as the Public Service Authority's new Marrowbone Plant <br />and downstream interceptor are operational.
