<br />- <br /> <br />Phase II <br /> <br />Phase I <br /> <br />4( <br /> <br />TUESDAY <br /> <br />OCTOBER 9, 1984 <br /> <br />be 3 to 4 years. To conform to this schedule, the Authority must <br />immediately proceed with the design, financing, and construction <br />of the diversion facilities and interceptor from the City plant to <br />the Marrowbone Plant, and of the Plant. In the interim of 3 to 4 <br />years, the payment by the City to the Authority would be in the <br />form of a "lease" arrangement, and would be covered under that sec- <br />tion of the wastewater agreement and an amendment thereto that <br />addresses usage of excess capacity. If the amount of diversion at <br />a later date necessitates an expansion to the Upper Smith River <br />Plant, the "leasing" terms would incorporate the costs associated <br />with the expansion. <br /> <br />3. <br /> <br />The City purchase 4.0 mgd ultimate capacity in the proposed inter- <br />ceptor extending from the City's present plant south to the pro- <br />posed Public Service Authority plant at Marrowbone. Only 2.0 mgd <br />of the total allocated capacity should be considered a part of the <br />Phase I plan. <br /> <br />4. <br /> <br />Upon completion of the interceptor to the Marrowbone Plant from the <br />City's plant and the completion of the initial phase of the Marrow- <br />bone Wastewater Plant the City would purchase the Public Service <br />Authority's 2.0 mgd capacity in the City's plant, the means of <br />which are provided for in the 1974 Wastewater Agreement between the <br />City and the Authority. <br /> <br />5. <br /> <br />Upon purchase of the Public Service Authority's plant capacity in <br />the City plant, the City would cease its diversion to the Upper <br />Smith River Plant except in emergency situations. The City would <br />cease its payments for usage and its share of the O&M costs. The <br />diversion would remain available for usage by either party as the <br />need arises. <br /> <br />6. <br /> <br />Negotiations of an amendment to the existing Wastewater Agreement <br />between the parties should be consumated and adopted as soon as <br />possible. <br /> <br />The City would purchase a 2.0 mgd capacity allocation in Marrowbone <br />Wastewater Plant.
