L. <br />Hussey seeking the abandonment of that section of Winston <br />Street situated between Lavinder Street and the south side <br />of Memorial Boulevard; and <br /> <br />B. Petition filed by Miss Buena Thomas, Mrs. Elizabeth Gregory, <br />and Mr. John W. Hamilton seeking the abandonment of a fifteen- <br />foot alley adjacent to Lots Nos. 97, 98, 99, 110, and 111, <br />between Lavinder Street and the south side of Memorial Boule- <br />vard. <br /> <br />Council also called for a duly-advertised public hearing to be conducted by Council at <br /> <br />its forthcoming October 23rd meeting (by which time the Planning Commission will have <br /> <br />conducted its scheduled public hearing and reported its recommendations) on an appli- <br /> <br />cation for a Special-Use Permit, filed by the Piedmont Regional Mental Retardation <br /> <br />Services agency, to allow for the operation of a group residence (for mentally-retarded <br /> <br />adults) at 214 Starling Avenue. <br /> <br />As previously scheduled, Council reviewed pages 6-1 through 9-17 of the proposed Com- <br /> <br />prehensive Plan Update (recently prepared by the Planning Commission) and, after some <br /> <br />discussion of this section (and parts thereof) of the Plan Update, deemed that Council <br /> <br />has completed its review of said pages 6-1 through 9-17, pending administrative responses <br /> <br />to certain questions previously raised. Council then indicated that it will continue and/ <br /> <br />or conclude its review of the Plan Update at its forthcoming October 23rd regular meeting, <br /> <br />to which meeting Council extended a special invitation (to attend) to those citizens who <br /> <br />have already registered concerns and interest in the Land-Use section to be reviewed and <br /> <br />considered at said meeting. <br /> <br />Mr. Bruce Dallas, of 211 Massey Street (along with Mr. J. B. Travis, of 401 Fifth Street), <br /> <br />appeared before Council and not only criticized the City for the alleged lack of quality <br /> <br />in surface repairs recently made along Fayette Street but also insisted that this street <br /> <br />be repaved during the current year (rather than next year or some succeeding year).
