Monday, Attorneys at Law and residing at 401 Forest Street, appeared before <br /> <br />Council on behalf of themselves as well as on behalf of other nearby property owners <br /> <br />and requested that Counci 1 postpone action on the recommended "rezoning" (L e., desig- <br /> <br />nating on the Land-Use Plan Map of the area on the east side of Starling Avenue be- <br /> <br />tween Forest and Hairston Streets--from its present "Medium-High Density Residential"-- <br /> <br />to "Professional") of a section of Starling Avenue, claiming that such "rezoning" would <br /> <br />lead to a devaluation of R-6-zoned properties on Forest Street. There being no other <br /> <br />citizens speaking to this matter, Mayor Cole declared the public hearing closed. Upon <br /> <br />motion by Councilman Williams, who commended the Planning Commission for its work in <br /> <br />preparing the proposed updated Comprehensive Plan, seconded by Councilman Groden, <br /> <br />Council unanimously received the Plan (for phased study in the manner suggested by <br /> <br />Councilman Groden, i.e., three or four chapters at a time, preceding each forthcoming <br /> <br />Council meeting, for discussion and presentation of written questions, if any, at <br /> <br />each successive meeting). Council agreed, too, that the concerned citizens present <br /> <br />(or their representative) would be notified in advance of the Council meeting at <br /> <br />which Council will discuss the recommended Land-Use Plan Map change objected to by <br /> <br />these citizens. Meanwhile, Council acknowledged with appreciation receipt of a sum- <br /> <br />mary of the Comprehensive Plan Update prepared (at Council's request) by the West <br /> <br />Piedmont Planning District Commission staff, pointing out significant changes being <br /> <br />recommended. Mayor Cole then referred to specific sections of the proposed Plan up- <br /> <br />date, including those dealing with (1) the proposed expansion of the Blue Ridge <br /> <br />Regional Library headquarters, (2) the excellent information compiled on the City <br /> <br />School System, (3) future waste disposal facilities and the basis for the projected <br /> <br />increase in demand, and (4) overall goals and policies. Mayor Cole also, with <br /> <br />Council's concurrence, asked the City's administrative staff to review and study the <br /> <br />City's zoning regulations and recommend to Council where facilities such as half-way <br /> <br />houses (not treatment centers) should be located or permitted, this matter being of <br />
