<br />4~ <br /> <br />TUESDAY <br /> <br />SEPTEMBER 11, 1984 <br /> <br />- <br /> <br />present concern to the Forest Street-Starling Avenue citizens because of the reported <br /> <br />impending establishment of such a facility in their area. <br /> <br />- <br /> <br />In continuing its consideration of the Henry County Board of Supervisors' request (pre- <br /> <br />sented to Council at its August 28th meeting) that Council adopt a resolution--similar <br /> <br />to that recently adopted by the Supervisors--in opposition to the reclassification of <br /> <br />the section of Smith River situated between Philpott Dam and the local DuPont plant, <br /> <br />as now being proposed by the State Water Control Board (to coincide with the classifi- <br /> <br />cation established by the Virginia Commission on Game and Inland Fisheries), Council <br /> <br />was urged by Mr. Robert E. Bryant, President of the Smith River Chapter of Trout <br /> <br />Unlimited, in writing and in person, not to adopt such a resolution and not to oppose <br /> <br />the reclassification, with Mr. Bryant (supported by Mr. Larry E. Farrar, of 1014 Oak- <br /> <br />wood Court, and by Mr. Howard Lenderking, of 1118 Corn Tassel Trail) maintaining that <br /> <br />the reclassification would further ensure protection of Smith River as a natural <br /> <br />resource and a natural trout stream, a point or condition (through cooperative efforts) <br /> <br />which has taken years to achieve. Mr. Bryant further pointed out certain effects of <br /> <br />the proposed reclassification, such as a required reduction in the river's water tem- <br /> <br />perature from 21 degrees (Celsius) to 20 degrees (Celsius), as well as noted the ad- <br /> <br />verse effect upon the stream (unless coordinated with Philpott Dam operations) through <br /> <br />the draw-down thereof by the Henry County Public Service Authority's new raw water <br /> <br />treatment plant now under construction at a site below Philpott Dam. Members of <br /> <br />Council pointed out, however, the importance of the river to the local economy as well <br /> <br />as the City's position on this matter as presented recently at a public hearing con- <br /> <br />ducted in Salem, Virginia, whereas City Manager Edmonds noted that the City's interest <br /> <br />in this proceeding is somewhat indirect as compared with the (more) direct standards <br /> <br />established by the State Water Control Board, with which the City must comply. Upon <br /> <br />motion by Councilman Oakes, seconded by Councilman Groden, Council unanimously went <br /> <br />on record as being supportive of the position recently taken thereon by the Henry County <br />
