<br />4~ <br /> <br />TUESDAY <br /> <br />SEPTEMBER 11, 1984 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, September 11, 1984, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, as follows: <br /> <br />William C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; L. D. Oakes; <br /> <br />and Clyde L. Williams. <br /> <br />Following the invocation and Mayor Cole's cordial welcome to visitors present, Council <br /> <br />approved--as recorded--the minutes of its regular meeting held August 28, 1984. <br /> <br />Pursuant to statutory requirements and to duly-advertised public notice, Council con- <br /> <br />ducted a public hearing on a petition (as amended) filed by Mr. & Mrs. Irvin S. Hairston, <br /> <br />of 513 Letcher Street, requesting the closing and abandonment of that section of Lincoln <br /> <br />Street which lies between the south side of Letcher Street and the south corner of Mr. & <br /> <br />Mrs. Hairston's properties identified as Lots Nos. 40 and 41. There being no persons <br /> <br />registering any objection to this proposal. Mayor Cole declared the public hearing closed; <br /> <br />whereupon motion, duly seconded and unanimously carried, Council approved said petition <br /> <br />(as amended), as recommended by the City's Planning Commission, and directed and ordered <br /> <br />that said section of Lincoln Street be vacated and abandoned through the following <br /> <br />ordinance unanimously adopted: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this 11th day of September, 1984, that <br />the section of Lincoln Street situated between the south side of <br />Letcher Street and the south corner of Lots Nos. 40 and 41 owned by <br />Mr. & Mrs. Irvin S. Hairston be--and is hereby--vacated and abandoned. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing, <br />this ordinance shall be in force on and after September 12, 1984. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on a pro- <br /> <br />posed updated City Comprehensive Plan (including the City's Land-Use Plan), as prepared <br /> <br />and recently presented by the City's Planning Commission.
