<br />~8~ <br /> <br />TUESDAY <br /> <br />JULY 10, 1984 <br /> <br />reported that petitioner owns the properties on both sides of this street section. <br /> <br />Pursuant to the request of the City's Board of Public Welfare, Council unanimously and <br /> <br />officially re-named this board as the Board of Social Services. <br /> <br />Council unanimously authorized the Blue Ridge Regional Library to accept and expend a <br /> <br />State grant-in-aid, to be received for the year 1984-85 in the total amount of <br /> <br />$207,543.00, for the purchase of library books, materials, binding, and equipment in <br /> <br />accordance with regulations promulgated by the State Library Board. Council also <br /> <br />authorized City Manager Edmonds to execute an appropriate form, certifying to this <br /> <br />action, for relay to the State Librarian. <br /> <br />By written report dated July 5, 1984, City Manager Edmonds presented a historical re- <br /> <br />view of the non-occupational disability ("weekly indemnity") benefit provided by the <br /> <br />City to its employees through a commercial insurance carrier (Connecticut General Life <br /> <br />Insurance Company) from its inception in 1939 through October 31, 1983, at which latter <br /> <br />date the City became a self-insuror of this benefit plan because premiums paid the com- <br /> <br />mercial carrier for this coverage far exceeded benefit pay-outs. In concluding his <br /> <br />report, City Manager Edmonds submitted the following comments and recommendations <br /> <br />toward up-dating the benefit plan, for which the City would continue to be the self- <br /> <br />insuror: <br /> <br />It appears that the present disability indemnity, while very beneficial <br />in its earlier years, needs to be revised to provide more meaningful <br />assistance to our employees in times of true hardship. <br /> <br />It is recommended that the disability plan be modified so that it does <br />not become effective until an employee has completely exhausted all <br />sick, annual and compensatory leave, at which time the employee must be <br />placed in (an) "Approved Leave Without Pay" status. In lieu of the pre- <br />sent $30.00 or $40.00 per week benefit, it is recommended that Council <br />set the weekly/monthly rate at 30% of salary/wages. (If such a plan had <br />been in effect during the years 1982 and 1983, the cost to the City would <br />have been only $7,859.00 versus the $28,000.00 paid in premiums.) <br />
