Several members of Council, while noting that <br /> <br />budgetary information (including the Manager's Budget Message and his recently-prepared <br /> <br />capital improvements program) is available to the public, concurred with the suggestion <br /> <br />offered by Mr. William B. Muse (of 611 First Street) that the City Manager consider pub- <br /> <br />lishing his annual budget messages in the format (i.e., separate brochures or booklets) <br /> <br />- <br /> <br />used by his predecessors for distribution to interested citizens. <br /> <br />Upon recommendation by City Manager Edmonds, Council unanimously approved the amending <br /> <br />of Section 8-6 of the City's Employee Manual to comply with recent revisions by the <br /> <br />Virginia General Assembly to the State's grievance procedure regulations. <br /> <br />Council also unanimously approved the filing of applications with the Virginia Division <br /> <br />of Motor Vehicles for the following highway safety project grants: <br /> <br />A. $10,500.00 to fund the Police Department's selective "Driving Under <br />the Influence" enforcement program for twelve months after October, <br />1984, as a continuation of the current program; and <br /> <br />B. $300.00 to fund the purchase by the Public Works Department of three <br />traffic counters. <br /> <br />Council unanimously authorized the contributing of the sum of $30.00 (as the City's share) <br /> <br />to the Central Piedmont Employment Consortium toward the cost of premium (due July 1, <br /> <br />1984) for Errors & Omrssions insurance coverage for the Central Piedmont Private Industry <br /> <br />Council. <br /> <br />Council unanimously adopted the following resolution whereby the City of Martinsville <br /> <br />will accept a "one-time" Basic School Aid Supplemental Grant in the amount of $113,793.00, <br /> <br />which amount has been determined as being due the City for reasons set forth in said <br /> <br />resolution: <br />
