<br />Following the adoption of the 1984-85 budget and the aforesaid ordinance, City Manager
<br />
<br />Edmonds commended City department heads, and especially Finance Director Richard D. Fitts,
<br />
<br />for their significant roles in the budgetary processes; and, Councilman West assured City
<br />
<br />Manager Edmonds and Finance Director Fitts that his vote against adopting the 1984-85
<br />
<br />budget, as recommended and revised, is not to be interpreted as an adverse reflection
<br />
<br />upon them. (Note: Mr. West's position on the proposed budget and the usage of certain
