Fitts, <br /> <br />for their significant roles in the budgetary processes; and, Councilman West assured City <br /> <br />Manager Edmonds and Finance Director Fitts that his vote against adopting the 1984-85 <br /> <br />budget, as recommended and revised, is not to be interpreted as an adverse reflection <br /> <br />upon them.
