<br />358 <br /> <br />MONDAY <br /> <br />MAY 21, 1984 <br /> <br />WHEREAS, the 1984 General Assembly of the Commonwealth of Virginia estab- <br />lished a new budgetary subprogram entitled "Supplemental Grant, 1983-84 <br />Basic School Aid"; and <br /> <br />WHEREAS, the purpose of the supplemental grant is to compensate certain <br />localities for past inequities and/or errors in determining a composite <br />index of local ability to pay educational costs; and <br /> <br />WHEREAS, the City of Martinsville has been advised by the Department of <br />Education that the City is entitled to a one-time supplemental grant in <br />the amount of $113,793; and <br /> <br />WHEREAS, the Commonwealth is requiring a formal release from affected <br />localities, as to future claims in connection with this matter; now, <br />therefore, <br /> <br />BE IT RESOLVED: <br /> <br />1. That the City Council of the City of Martinsville hereby <br />accepts the one-time adjustment to its 1983-84 state basic <br />aid payment and releases the Commonwealth and its agencies <br />from any claim for additional state basic school aid <br />arising out of the individual income levels utilized in <br />determining its composite index of local ability to pay <br />for any prior year. <br /> <br />2. That the Clerk of the Council is authorized to execute <br />and place the City's seal on the prescribed release form. <br /> <br />Adopted this twenty-first day of May, 1984. <br /> <br />Mr. Charles A. Wilson, referring to prior comments by Mr. Robert S. Johnson pertaining <br /> <br />to the City's utility deposit requirements (see portion of this meeting's minutes re- <br /> <br />garding the proposed 1984-85 City Budget), urged Council to request City Manager <br /> <br />Edmonds to give further study to this matter, including Mr. Wilson's suggestion that <br /> <br />the City pay 6% interest on utility deposits. <br /> <br />City Manager Edmonds distributed copies of two brochures or pamphlets (one directed to <br /> <br />children and the other to adults) recently issued by the City's Electric Department, <br /> <br />pointing out specific "do's" and "don'ts" as safety measures to avoid injuries from <br /> <br />electrical hazards. <br />
