<br />a36 <br /> <br />TUESDAY <br /> <br />MAY 8, 1984 <br /> <br />On April 24 the Authority received a recommendation from its engineers <br />of an alternate approach to the diversion proposal. In this instance <br />it would provide relief to both the City and the Authority and would <br />adequately serve to assist both jurisdictions as a short-term solution <br />to their needs, as well as provide flexibility in operations of the <br />City's treatment facilities and those of the Authority. Accordingly, <br />the Authority unanimously offers the following proposal for Council's <br />consideration: <br /> <br />1. The diversion facilities, including the transmission main, <br />will be designed and constructed by the Authority with a capacity of <br />3 MGD, now estimated to cost approximately $386,000. The City and <br />the Authority would share equally the initial cost of these facilities <br />on a 50/50 basis. (City's estimated cost = $193,000.) <br /> <br />2. The Authority will allocate and reserve for the City and the <br />City in turn will purchase a 1 MGD capacity in the Authority's Upper <br />Smith River Wastewater Treatment Plant at a cost now estimated to be <br />$1,122,430. This estimate is based upon the City's acquiring 25 per- <br />cent of the present design and approved capacity of the existing treat- <br />ment facility which is 4 MGD. <br /> <br />3. The Authority will design and construct facilities required <br />to expand the Authority's Upper Smith River Wastewater Plant from 4 MGD <br />to 8 MGD capacity when the flow into the said plant equals 90 per cent <br />of the existing plant capacity (4 MGD). The responsibility for the <br />design, construction and financing of this expanded facility will be <br />borne totally by the Authority, unless the City at the time of such <br />expansion elects to purchase additional capacity in the Authority's <br />plant. Should the City elect to purchase additional capacity, the <br />cost for the same will be the Net Local Cost as provided for by the <br />1974 Sewerage Service Agreement and the terms and conditions of an <br />Amendment thereto, a draft copy of which is attached. <br /> <br />4. The Authority will design, construct and finance sludge <br />handling facilities which are now proposed to the Upper Smith River <br />Treatment Plant. The estimated cost of these additional or supple- <br />mental sludge handling facilities is approximately $300,000. The City <br />will reimburse the Authority on the basis of its prorated share in the <br />existing treatment facilities or at the rate of 25 percent of the cost <br />thereof. The City's share of these costs is presently estimated to be <br />$75,000. <br /> <br />5. Based upon the above, the total estimated cost to the City as <br />described in Items 1 through 4 above is estimated to be $1,390,480. <br /> <br />6. After the Jones Creek Interceptor diversion and force main <br />facilities have been constructed by the Authority, each jurisdiction <br />will have the right to divert one-half or 50 percent of the sewage flows <br />in the interceptor at any given time. The City, because of its allocated <br />capacity in the Upper Smith River Plant of 1.0 MGD, will be limited to <br />this amount. It is recognized that the Authority will coordinate all <br />
