<br />3: <br /> <br />TUESDAY <br /> <br />MAY 8, 1984 <br /> <br />1. The Virginia Department of Highways and Transportation <br />be, and is hereb~ requested to undertake a project <br />within the corporate limits of the City of Martins- <br />ville consisting of improvements to the Memorial <br />Boulevard, Church Street and Fayette Street inter- <br />section as described in the Martinsville Area Trans- <br />portation Study identified as a TSM improvement and <br />illustrated in Appendix D of said plan; <br /> <br />- <br /> <br />2. The City of Martinsville hereby agrees to pay its <br />share of the cost of said project, including the cost <br />of preliminary engineering, right-of-way, construction <br />and reconstruction, under the cost formula of 95% by <br />the Virginia Department of Highways and Transportation <br />and 5% by the City of Martinsville; and <br /> <br />3. The City of Martinsville agrees, if the said project <br />is undertaken as herein requested, and thereafter the <br />City of Martinsville decides not to proceed further <br />with said project, to reimburse the Virginia Depart- <br />ment of Highways and Transportation for 100% of the <br />cost incurred for said project to the time the City <br />decides not to proceed further. <br /> <br />Council also unanimously adopted the following resolution in support of the Martinsville- <br /> <br />Henry County Clean Community Commission's 1984-85 Grant Application and agreeing to the <br /> <br />terms and conditions under which such grant monies are to be allocated and expended: <br /> <br />WHEREAS, the Council of the City of Martinsvil1e, Virginia, recognizes <br />the existence of a litter problem within the boundaries of the City; <br />and <br /> <br />WHEREAS, the Virginia Litter Control Act of 1976 provides, through the <br />Virginia Department of Conservation and Economic Development, Division <br />of Litter Control, for the allocation of public funds in the form of <br />Grants for the purpose of enhancing local litter control programs; and <br /> <br />WHEREAS, having reviewed and considered the Regulations and the Appli- <br />cation covering administration and use of said funds; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />as follows, that it: <br /> <br />Hereby endorses and supports such a program for the City of <br />Martinsville; <br /> <br />Hereby expresses the intent to combine with Henry County in <br />a mutually agreed upon and Cooperative Program, contingent <br />upon the approval of the Application by the Virginia <br />
