316 TUESDAY MAY 8, 1984 2. The City of Martinsville hereby agrees to pay its share of the cost of said project, including the cost of preliminary engineering, right-of-way, construction and reconstruction, under the cost formula of 95% by the Virginia Department of Highways and Transportation and 5% by the City of Martinsville; and 3. The City of Martinsville agrees, if the said project is undertaken as herein requested, and thereafter the City of Martinsville decides not to proceed further with said project, to reimburse the Virginia Depart- ment of Highways and Transportation for 100% of the cost incurred for said project to the time the City decides not to proceed further. Also on motion, duly seconded and unanimously carried, Council adopted the following resolution requesting the Virginia Department of Highways & Transportation to under- take major construction and improvements to the intersection of Memorial Boulevard, Fayette Street, and West Church Street: WHEREAS, the Virginia Department of Highways and Transportation and the City of Martinsville, Virginia, participated in the construction of Memorial Boulevard in the early 1950's (Project #1844-06) which extends from the north corporate limits southward through the City to the south corporate limits at duPont Road intersection; and WHEREAS, a major intersection in the Memorial Boulevard project (intersection of Memorial Boulevard, Fayette and Church Streets) is deficient and cannot efficiently handle the present and projected traffic quantities using this intersection; and WHEREAS, the Martinsville Area Transportation Study, dated June, 1983, prepared by the Virginia Department of Highways and Transpor- tation and approved by City Council March 27, 1984, states that this intersection is deemed deficient based on an analysis using current vehicle turning movement and that this deficiency is anticipated to become more severe if traffic volumes increase as anticipated; and WHEREAS, improvements to this intersection have been recommended in the 1983 Martinsville Area Transportation Study under TSM improve- ments calling for major reconstruction, including the addition of left-turn lanes and additional thru lanes for most approaches; now, therefore, BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular meeting assembled this 8th day of May, 1984, that:
