<br />316 <br /> <br />TUESDAY <br /> <br />MAY 8, 1984 <br /> <br />2. The City of Martinsville hereby agrees to pay its <br />share of the cost of said project, including the cost <br />of preliminary engineering, right-of-way, construction <br />and reconstruction, under the cost formula of 95% by <br />the Virginia Department of Highways and Transportation <br />and 5% by the City of Martinsville; and <br /> <br />3. The City of Martinsville agrees, if the said project <br />is undertaken as herein requested, and thereafter the <br />City of Martinsville decides not to proceed further <br />with said project, to reimburse the Virginia Depart- <br />ment of Highways and Transportation for 100% of the <br />cost incurred for said project to the time the City <br />decides not to proceed further. <br /> <br />Also on motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />resolution requesting the Virginia Department of Highways & Transportation to under- <br /> <br />take major construction and improvements to the intersection of Memorial Boulevard, <br /> <br />Fayette Street, and West Church Street: <br /> <br />WHEREAS, the Virginia Department of Highways and Transportation and <br />the City of Martinsville, Virginia, participated in the construction <br />of Memorial Boulevard in the early 1950's (Project #1844-06) which <br />extends from the north corporate limits southward through the City to <br />the south corporate limits at duPont Road intersection; and <br /> <br />WHEREAS, a major intersection in the Memorial Boulevard project <br />(intersection of Memorial Boulevard, Fayette and Church Streets) is <br />deficient and cannot efficiently handle the present and projected <br />traffic quantities using this intersection; and <br /> <br />WHEREAS, the Martinsville Area Transportation Study, dated June, <br />1983, prepared by the Virginia Department of Highways and Transpor- <br />tation and approved by City Council March 27, 1984, states that this <br />intersection is deemed deficient based on an analysis using current <br />vehicle turning movement and that this deficiency is anticipated to <br />become more severe if traffic volumes increase as anticipated; and <br /> <br />WHEREAS, improvements to this intersection have been recommended in <br />the 1983 Martinsville Area Transportation Study under TSM improve- <br />ments calling for major reconstruction, including the addition of <br />left-turn lanes and additional thru lanes for most approaches; now, <br />therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this 8th day of May, 1984, that: <br />
