<br />3~ <br /> <br />TUESDAY <br /> <br />MA Y 8, 1984 <br /> <br />On motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />resolution requesting the Virginia Department of Highways & Transportation to under- <br /> <br />take a 0.95-mile project extending Commonwealth Boulevard eastward to East Church <br /> <br />Street (Route 58 East): <br /> <br />WHEREAS, the Virginia Department of Highways and Transportation and <br />the City of Martinsville, Virginia, participated in the construction <br />of a four-lane highway facility (Market Street and Commonwealth Bou- <br />levard) which extends from West Church Street to Fairy Street and <br />continuing with a two-lane road eastward to Chatham Road (Route 57) <br />Project #0057-120-103-C501; and <br /> <br />WHEREAS, said roadway is shown on the 1969 Martinsville Thoroughfare <br />Plan prepared by the Virginia Department of Highways and Transporta- <br />tion and adopted by the City of Martinsvil1e; and <br /> <br />WHEREAS, the 1969 Thoroughfare Plan projects the extension of said <br />roadway (Commonwealth Boulevard) to East Church Street (Route 58 <br />East) near Salmons Street; and <br /> <br />WHEREAS, the Martinsville Area Transportation Study developed by the <br />Virginia Department of Highways and Transportation, dated June, 1983, <br />and approved by City Council March 27, 1984, includes as a recom- <br />mended improvement Commonwealth Boulevard Extension from Commonwealth <br />Boulevard 0.46 miles west of Chatham Road to East Church Street con- <br />sisting of a four-lane divided facility for an approximate length of <br />0.95 miles and as a Priority 1 improvement in said plan; and <br /> <br />WHEREAS, said project, when constructed, would improve traffic flow <br />and circulation in the project area by diverting traffic from Fairy <br />and Hooker Streets between Commonwealth Boulevard and East Church <br />Street and on East Church Street between Fairy Street and the pro- <br />posed intersection of the extension of Commonwealth Boulevard with <br />East Church Street; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meetin& assembled this 8th day of May, 1984, that: <br /> <br />1. The Virginia Department of Highways and Transportation <br />be, and is hereby, requested to undertake a project <br />within the corporate limits of the City of Martins- <br />ville consisting of the widening and upgrading of <br />Commonwealth Boulevard to four lanes from a point near <br />Fairy Street to Chatham Road; and the construction of <br />a four-lane highway facility from Chatham Road east- <br />ward to East Church Street near Salmons Street con- <br />sisting of a total of approximately 0.95 miles; said <br />project being shown on the June, 1983, Martinsville <br />Transportation Study Plan and more specifically shown <br />on Plate 5 of said plan; <br />
