<br />:4L1 <br /> <br />TUESDAY MAY 8, 1984 <br /> <br />consideration by the PSA. Reference was made by Councilman West to the fact that the <br /> <br />heretofore "two-plant" concept for the City-County treatment area and needs, it should <br /> <br />be understood, and under which the City and the PSA have been attempting to meet such <br /> <br />needs, is a State Water Control Board-imposed concept which came about in 1973. <br /> <br />Messrs. Frank T. Gravely (of 1610 Mulberry Road) and Donald G. Hogg (of 1604 Meadow- <br /> <br />view Lane), speaking to this matter and motion and urging Council to delay any deci- <br /> <br />sion thereon pending further "diversion" negotiations and serious examination of the <br /> <br />"third plant" idea, questioned the accuracy of projected operating-maintenance costs <br /> <br />as well as the wisdom of investing additional amounts of money (for expansion) in a <br /> <br />for treatment <br />plant originally designed/primarily of residential wastes when the need is for indus- <br /> <br />trial-type treatment capability, such as can be provided by the PSA's proposed "third <br /> <br />plant". In addition, Mr. Gravely made the assumptiQn that, if the City expands its <br /> <br />treatment plant and no "diversion" arrangement is made with the PSA, the Public Ser- <br /> <br />vice Authority, with a "third-plant" capability, could well divert a sizeable indus- <br /> <br />trial load (now being treated by the City), to the "third plant", in which event the <br /> <br />City will not need the expansion and additional capacity for which funds would be <br /> <br />ill-spent, aside from the City's loss in revenue from the PSA for treating this indus- <br /> <br />trial load. <br /> <br />Having concluded discussion of Councilman West's motion, Council proceeded to vote <br /> <br />thereon, with the vote in favor being by Councilman West, Vice-Mayor Oakes, and <br /> <br />Councilman Reed and the vote against the motion being by Mayor Cole and Councilmem- <br /> <br />ber Severt; thus, the motion carried by a vote of three-to-two. Meanwhile, PSA <br /> <br />Chairman Hubbard expressed the PSA's desire to continue its cooperation with the <br /> <br />City. <br />
