<br />:3 ~ <br /> <br />TUESDAY <br /> <br />MAY 8, 198'+ <br /> <br />-- <br /> <br />that of itself would not lessen the need for the City to expand its treatment plant <br /> <br />to 8 mgd and, further, if the City accepts the City Manager's recommendations (to <br /> <br />expand, in which cost the PSA has indicated it will not share) and if the two-plant <br /> <br />concept prevails, "diversion" still remains a viable possibility, nor would expansion <br /> <br />of the City's plant do violence to continued cooperation between the City and the <br /> <br />County of Henry and/or the Public Service Authority. At this point in this meeting, <br /> <br />Councilman West offered his motion that Council accept City Manager Edmonds' recom- <br /> <br />mendation "...to forego further negotiations on diversion-first and authorize Wiley & <br /> <br />Wilson to proceed with all deliberate speed to develop drawings and specifications for <br /> <br />expansion of our (i.e., the City's) plant to an 8.0 MGD capacity", with the under- <br /> <br />standing that such authorization would extend through the point of receiving construc- <br /> <br />tion bids. In offering a second to this motion, Councilman Reed observed that the <br /> <br />Council has sufficent data on this matter on which to make a decision and (that) his <br /> <br />seconding of the motion reflects his reliance upon data supplied by the City Adminis- <br /> <br />tration and the City's consulting engineers. In the ensuing discussion of this motion, <br /> <br />Councilmember Severt reflected her hope that negotiations (with the PSA) would have been <br /> <br />successful on the "diversion" concept, the result of which would give more time to all <br /> <br />parties concerned to study all other ramifications (related to meeting the sewage treat- <br /> <br />ment demands of the area) and, further, indicated no objections to continued negoti- <br /> <br />ations, particular on the "control" issue. Mayor Cole posed questions as to the type of <br /> <br />plant the City will operate (aerobic or anaerobic, now under study and yet to be decided) <br /> <br />if the City's treatment plant is expanded and as to its operation. Mayor Cole also noted <br /> <br />registered opposition to the expanding of the City's treatment plant as well as asserted <br /> <br />that the plant should be guaranteed against offensive odors. In addition, Mayor Cole, <br /> <br />deeming the present site of the City's plant as a obvious mistake, urged Council to de- <br /> <br />fer action on Councilman West's motion until such time as serious study will have been <br /> <br />given to the "third plant" idea (and its advantages, if any, to the City) now under <br /> <br />- <br />
