<br />322 <br /> <br />MONDAY <br /> <br />APRIL 30, 1984 <br /> <br />discussion dwelt on the cost value of books owned by the Library and insurance premiums <br /> <br />therefor. <br /> <br />Appearing on behalf of the Henry-Martinsville Health Department were Dr. Elizabeth Roy- <br /> <br />croft, its Director, and Mr. Earl Jones, its Administrator, who informed Council that <br /> <br />this agency's 1984-85 budget requests contemplated (in accordance with existing State <br /> <br />guidelines) a 6% increase in salaries of personnel, plus merit increases where awarded, <br /> <br />which would require from the City a contribution of $99,292.00 for 1984-85 (as provided <br /> <br />in the City Manager's proposed budget) whereas, under recently-revised State guidelines <br /> <br />(resulting from action by the 1984 Session of the Virginia General Assembly), it is now <br /> <br />proposed that such salaries be increased by 8.6% with no provision for merit increases, <br /> <br />thus requiring from the City a contribution of $101,140.00. Other facets of the Health <br /> <br />Department's proposed operating budget discussed were the proposed increases in custodial <br /> <br />materials and supplies, the anticipated impact of the approaching private home health <br /> <br />care services upon public home health care services, and the sizeable increase, percentage- <br /> <br />wise, in the Health Department's proposed 1984-85 budget (as it affects the City) over that <br /> <br />for 1983-84. <br /> <br />Mr. Morton W. Lester, Chairman of the Blue Ridge Airport Authority, appeared before <br /> <br />Council (on behalf of the Authority) in support of this agency's request for $18,000.00 <br /> <br />which, already included in City Manager Edmonds' recommended 1984-85 budget and with a <br /> <br />like amount from the County of Henry, represents for the first time local jurisdicational <br /> <br />support of the Airport's operational expenses, with Mr. Lester, after reviewing the <br /> <br />development of the present Airport from its earliest day to its present stage of expansion <br /> <br />(soon to be completed, providing a 5,000-foot runway and Navigational Aids-Instrument <br /> <br />Landing Systems), stressing the importance of this facility to local commerce and industry. <br /> <br />Mr. Lester further noted that, heretofore, aside from financial aid from various independent <br />
