<br />:32 <br /> <br />MONDAY <br /> <br />APRIL 30, 1984 <br /> <br />Pursuant to prior actions taken by Martinsville City Council in regular meetings and in <br /> <br />accordance with Section5(a) of Chapter 2 of the Code*of the City of Martinsville, Virginia, <br /> <br />a special and duly-called meeting of the Council, with Mayor William C. Cole, Jr., pre- <br /> <br />siding, was held Monday, April 30, 1984, in the Council Chamber, City Hall, beginning at <br /> <br />1:00 P.M., for the purpose of continuing consideration of City Manager Edmonds' recom- <br /> <br />mended City Budget for the City's fiscal year beginning July 1, 1984. All members of <br /> <br />Council were present, viz., William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. <br /> <br />Reed; Eliza H. Severt; and Francis T. West. (* Charter) <br /> <br />After the invocation and Mayor Cole's cordial welcome to visitors present and to repre- <br /> <br />sentatives of the various City constitutional offices and/or agencies invited to be pre- <br /> <br />sent for discussion of their various 1984-85 budget requests which, as City Manager <br /> <br />Edmonds had previously pointed out to Council, have been included in his proposed City <br /> <br />Budget as presented and without comment, inasmuch as these offices and/or agencies are <br /> <br />not under his jurisdiction, Council proceeded to hear from said representatives. <br /> <br />Representing the Blue Ridge Regional Library was Mrs. Betty M. Wooldridge, its Director, <br /> <br />accompanied by Library Board Members Mrs. Frances S. Leavitt and Mr. Charles M. Russell, <br /> <br />with Mrs. Wooldridge and the Board requesting an increase in the City's proposed 1984-85 <br /> <br />contribution of $173,957.00 to $176,218.00 in order that Library personnel (all of whose <br /> <br />salaries are financed from "local" funds) may be granted a 7% salary-wage increase for <br /> <br />1984-85--instead of 5% as initially provided in the Library request, which was predicated <br /> <br />on factors existing early in the budget preparation process--to parallel the 7% increase <br /> <br />City Manager Edmonds is proposing for City employees under his jurisdiction. Meanwhile, <br /> <br />Mrs. Wooldridge suggested that the City and the County enter into a formal agreement <br /> <br />defining the percentage of the annual Library budgets each entity will contribute to the <br /> <br />support of the Regional Library.
