<br />:3 <br /> <br />MONDAY <br /> <br />APRIL 30, 1984 <br /> <br />- <br /> <br />agencies, members of the Authority have contributed of their own time and money toward the <br /> <br />Airport's operations. <br /> <br />Mr. Worth Carter, Jr., Chairman of the Martinsville City School Board, accompanied by mem- <br /> <br />bers of the Board as well as by administrative staff personnel, presented to Council the <br /> <br />- <br /> <br />following schedules and/or exhibits, representing revised projections of School System <br /> <br />revenues and/or expenditures for the years shown, the effects of which would increase pro- <br /> <br />jected General Fund surplus at June 30, 1984, and/or would reduce the City's net cost for <br /> <br />both 1983-84 and 1984-85: <br /> <br />(A) A comparison of budget projections of expenditures for 1983-84 with <br />the School Board's revised estimates for 1983-84, indicating a <br />"savings" of $115,234.00; <br /> <br />(B) A revision of the School Board's initial 1984-85 budget requests, <br />with a reduction therein of $27,128.00; and <br /> <br />(C) An increase in 1984-85 School System revenue, over that projected <br />in the City Manager's proposed budget, of $12,000.00. <br /> <br />In addition, the School Board presented a tabulation showing budgeted School funds and <br /> <br />actual School funds (both revenues and expenditures) for the years 1977-78 through <br /> <br />1983-84, reflecting budgeted and actual net costs to the City for those years, along with <br /> <br />per-pupil costs and ADM (Average Daily Membership) for those years, with the latter <br /> <br />showing a decline from 3,676 in 1977-78 to an estimated 3,269 in 1983-84 and an estimated <br /> <br />3,215 in 1984-85. Further, the current 1983-84 salary scales for both teachers and admin- <br /> <br />istrative personnel were presented as were proposed salary scales (for 1984-85) for <br /> <br />teachers and administrative personnel along with statements of certificated teacher costs <br /> <br />and average salaries at January 1, 1983, January 1, 1984, and projected to January 1, 1985. <br /> <br />Too, the School Board presented a memorandum reflecting revised position changes for <br /> <br />1984-85 and an exhibit showing (by classifications) the number of "regular program" person- <br /> <br />nel for the years 1976-77 through 1983-84 and the number proposed for 1984-85, in which the <br /> <br />School Board proposed to add two employees (in 1984-85 over the number for 1983-84).
