<br />i08 <br /> <br />TUESDAY <br /> <br />APRIL 10, 1984 <br /> <br />were registered with Council on March 27th by area residents, and the originally- <br /> <br />proposed Lavinder Street extension and improvements (which project was abandoned <br /> <br />project was substituted), the Martinsville <br /> <br />problems and for which the Salem/Sellers <br /> <br />Safety <br />Transportation/Commission reported that it <br /> <br />because of excessive cost and right-of-way <br /> <br />has reviewed these projects in consultation with the area residents and that, of three <br /> <br />existing options for moving heavy truck traffic through and/or around the Salem Street <br /> <br />area, the Commission recommends that Council proceed with the initially-proposed pro- <br /> <br />ject which calls (a) for the construction of an industrial access road or street off <br /> <br />the end of Lavinder Street to the corner of a parking lot owned by Fibre Container, Inc., <br /> <br />(at its intersection with Salem Street); (b) for the opening of a now-undeveloped <br /> <br />section of Salem Street to provide access for school buses and light vehicles; and (c) <br /> <br />for the extending of a median strip along Memorial Boulevard to prohibit vehicular <br /> <br />left-turns from Salem Street. This recommendation also provided that no improvements <br /> <br />be made to that section of Salem Street between Sellers Street and Memorial Boulevard. <br /> <br />As previously reported (see Council minutes of February 14, 1984), the Lavinder Street <br /> <br />project (for which $45,000.00 was appropriated in the 1983-84 budget), because of more- <br /> <br />than-anticipated grading and drainage work, and exclusive of some right-of-way acquisi- <br /> <br />tion which may only come about by condemnation proceedings, was estimated to cost <br /> <br />$100,000.00, whereas the substituted Salem/Sellers project is estimated to cost some <br /> <br />$44,000.00, with some contracts having already been let for the latter project. <br /> <br />Speaking on behalf of the Salem/Sellers area citizens and stressing the need for <br /> <br />safety measures in the area, as well as apparently favoring the Lavinder Street project, <br /> <br />were Messrs. Clyde L. Williams (of 607 First Street) and Mr. Robert S. Johnson (of 1161 <br /> <br />Yorkshire Road). After some discussion, Council unanimously accepted the Transporta- <br /> <br />tion Safety Commission's recommendation, as set forth hereinbefore. <br />
