<br />~10 <br /> <br />TUESDAY <br /> <br />APRIL 10, 1984 <br /> <br />- <br /> <br />Council received from City Manager Edmonds a revision to his proposed Letter of Under- <br /> <br />standings and/or Request addressed to the Henry County Public Service Authority, which <br /> <br />original letter was presented to Council at its regular meeting held March 13, 1984, and <br /> <br />has been considered by Council in subsequent meetings. In conjunction therewith, City <br /> <br />Manager Edmonds reported that, on the basis of most recent cost estimates, diversion of <br /> <br />the City's Jones Creek Interceptor flow (in the quantity set forth in the revised letter, <br /> <br />as hereinafter made a part of these minutes) to the PSA's Upper Smith River Wastewater <br /> <br />("Koehler") Treatment Plant, as compared with the estimated cost of expanding the City's <br /> <br />Wastewater Treatment Plant from 6 MGD to 8 MGD, would be more favorable by some $152,000 <br /> <br />in 1985-86, some $133,000 in 1986-87, some $122,000 in 1987-88, some $89,000 in 1988-89, <br /> <br />and some $67,000 in 1989-90. Commenting on this revised letter and proposal, Mr. Ben- <br /> <br />jamin R. Gardner, Attorney at Law, on behalf of his clients residing in the Forest Park <br /> <br />area, indicated that this letter and/or proposal has his clients' wholehearted approval <br /> <br />and support and that, if authorized by Council and accepted by the Henry County PSA, <br /> <br />his clients will assist in every way possible ".....to make it work". Through such an <br /> <br />arrangement, Mr. Gardner further indicated, with which concurrence was expressed by <br /> <br />members of Council, a solution to an immediate problem seems assured and, meanwhile, the <br /> <br />City would gain time to assess the results thereof before deciding if and when to ex- <br /> <br />pand the City's treatment plant. Deeming this proposal as the most satisfactory of any <br /> <br />yet presented, Council-member Severt offered her motion that City Manager Edmonds' re- <br /> <br />vised letter and proposal, with further revisions thereto suggested by Mrs. Severt, be <br /> <br />authorized for presentation to the Henry County Public Service Authority, which letter <br /> <br />and proposal, as revised, would also respond to the PSA's March 30th letter of request <br /> <br />(seeking permission and PSA access to the City's Jones Creek Interceptor and easement(s) <br /> <br />in order ".....to effect a diversion of wastewater flows from the Jones Creek Inter- <br /> <br />ceptor to the Authority's Upper Smith River Wastewater Plant").
