<br />3( <br /> <br />TUESDAY <br /> <br />APRIL 10, 1984 <br /> <br />- <br /> <br />business firms in locating and/or relocating within the City, can be "channelled" and <br /> <br />by which appropriate assistances can be extended such firms. In connection with this <br /> <br />concern and matter, Mr. Ray A. McCormick, President of the Downtown Business Association, <br /> <br />indicated a need for the development of a marketing program, especially for the downtown <br /> <br />business district, to assist in responding to such inquiries as well as to maintain pre- <br /> <br />sent business activity and/or to attract new businesses. Sharing in the CDB Commission's <br /> <br />concern, Council asked the DBA to study the Commission's report and recommendation and <br /> <br />to give Council the benefit of the DBA's findings and suggestions, with a copy of the <br /> <br />report to be relayed to the Martinsville-Henry County Chamber of Commerce in order that <br /> <br />this agency be made aware of concerns in this matter, both by Council and the CBD Com- <br /> <br />mission. Meanwhile, Council asked City Manager Edmonds to ascertain the manner or pro- <br /> <br />cedures by which other Virginia cities approach this problem. <br /> <br />Also included in the foregoing report was the CBD Commission's expressed interest in <br /> <br />possibly developing and/or redeveloping (as a part of the City's Streetscape Program) <br /> <br />the block bounded by West Church, Market, Fayette, and Moss Streets, for which prelim- <br /> <br />inary planning funds (for the services of the City's Streetscape Program consultant) <br /> <br />were included in the City's current budget, not all of such funds to be expended <br /> <br />during the current year. Accordingly, the Commission requested that such un-used <br /> <br />funds be appropriated in the City's 1984-85 budget; however, inasmuch as such un-used <br /> <br />funds are already anticipated as being a part of General Fund surplus at June 30, 1984, <br /> <br />Council indicated that such amount might best be treated as a new appropriation in <br /> <br />1984-85, pending adoption of the 1984-85 budget. <br /> <br />In response to Council's request (from its March 27th meeting), regarding proposed <br /> <br />street and sidewalk improvements in the Salem/Sellers Streets area, to which objections <br />
