<br />2~ <br /> <br />TUESDAY <br /> <br />MARCH 27, 1984 <br /> <br />-- <br /> <br />primary concern is in the interest of safety, both for pedestrians and vehicular traffic. <br /> <br />And, in stressing the importance of coordinating efforts and goals by the City of Martins- <br /> <br />ville and the County of Henry, in the implementation of the Plan, was Mr. S. E. Moran, a <br /> <br />member of the Henry County Board of Supervisors. Mr. James H. Ford, Attorney at Law and <br /> <br />Chairman of the City's Planning Commission, briefly described the processes involved in <br /> <br />the Commission's year-long study of the proposed Plan, noting that additional study should <br /> <br />be given to the projects delinated in the Commission's March 7th report and recommendations. <br /> <br />Mayor Cole then informed Council that (by letter) Nationwide Homes is advocating the highest <br /> <br />priority for the proposed extending of Commonwealth Boulevard eastward to Route 58 East and <br /> <br />is urging that this project be given precedence over the Spruce Street "Planned Improvement" <br /> <br />project. Mayor Cole also noted that the Henry County Planning Commission is recommending to <br /> <br />the Henry County Board of Supervisors that certain other improvement projects, as well as <br /> <br />certain changes in designated priorities, be included in the Plan when adopted by the Super- <br /> <br />visors. Mayor Cole then suggested that, once the Plan is adopted by the Council and the <br /> <br />Henry County Board of Supervisors, letters from both jurisdictions to the Virginia Depart- <br /> <br />ment of Highways & Transportation, confirming such adoption(s) with any recommended changes, <br /> <br />be coordinated. After some discussion of facets of the proposed plan by members of Council, <br /> <br />and after Planning Commission Chairman James H. Ford emphasized the fact that the proposed <br /> <br />Plan would be, in essence, a planning tool and a pattern for development and funding, and <br /> <br />after Vice-Mayor Oakes asked that the City Administration study especially the Rives Road <br /> <br />project (from Circle Court northward to Mulberry Road), Council unanimously took the fol- <br /> <br />lowing actions with regard to the proposed Plan: <br /> <br />A. Directed that a resolution be prepared, for presentation to the Virginia <br />Department of Highways & Transportation, by which "Priority I" will be <br />given to the intersection of Memorial Boulevard, West Church and Fayette <br />Streets; and <br /> <br />B. Approved the proposed Plan, as recommended by the City's Planning Commis- <br />sion and including the Commission's separate recommendations set forth in <br />its March 7th report, and reflecting any changes recommended thereto, with <br />the City's confirmation thereof to be coordinated with that of the Henry <br />County Board of Supervisors. <br />
