<br />~98 <br /> <br />TUESDAY <br /> <br />MARCH 27, 1984 <br /> <br />In tentative acceptance of the Planning Commission's recommendation, Council called <br /> <br />for a duly-advertised public hearing to be conducted by Council at its forthcoming <br /> <br />April 10th meeting on a proposal, initiated by the Planning Commission, that all of <br /> <br />that area situated between Market, Moss, West Church, and Fayette Streets, plus lots <br /> <br />fronting the south side of West Church Street between Moss and Barton Streets, plus <br /> <br />the north side of Fayette Street between Market and Moss Streets, be rezoned from <br /> <br />"R-P Residential Professional" to "C-1A Commercial". <br /> <br />Mrs. Peggy Ross, of 300 Sellers Street, appeared before Council and registered her <br /> <br />objections (and those of her neighbors), for reasons of vehicular traffic congestion <br /> <br />and pedestrian safety hazards, to proposed street-sidewalk improvements now underway <br /> <br />in the Salem Street-Sellers Street area, a project recommended by the City Adminis- <br /> <br />tration (and concurred with by the Transportation Safety Commission and by City <br /> <br />Council, the latter being in meeting held February 14, 1984) in lieu of the initially <br /> <br />proposed-and-budgeted Lavinder Street project, for reasons set forth in City Manager <br /> <br />Edmonds' report thereon dated February 8, 1984. Mrs. Ross indicated that not only <br /> <br />were she and her neighbors, except for one, not notified of the "change in plans" but <br /> <br />also they strenuously object to the alternative plan, which objections are noted in a <br /> <br />petition submitted recently to City Manager Edmonds. Mrs. Ross further indicated that <br /> <br />she and her neighbors will accept the original plan (i.e., for Lavinder Street). Upon <br /> <br />motion, duly seconded and unanimously carried, Council referred this matter to the <br /> <br />City's Transportation Safety Commission for consultation with the concerned citizens. <br /> <br />Continuing consideration (from its March 13th meeting) of City Manager Edmonds' pro- <br /> <br />posed "Letter of Understandings" for presentation to the Henry County Public Service <br /> <br />Authority and/or a letter of request to this agency to proceed with plans and speci- <br /> <br />fications for diversion facilities (i.e., from the City's Jones Creek Interceptor to <br />
