<br />296 <br /> <br />TUESDAY <br /> <br />MARCH 27, 1984 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvi1le, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, March 27, 1984, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., with the following members being <br /> <br />present; William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; and Eliza H. Severt. <br /> <br />Members absent were: Henry C. Reed, because of illness, and Francis T. West, who was <br /> <br />away from the city. <br /> <br />Pursuant to a duly-advertised public notice, Council conducted a public hearing on a <br /> <br />proposed Martinsville Area Transportation Plan (Year 2000), as previously recommended <br /> <br />by the Planning Commission for Council's approval (including certain specific recom- <br /> <br />mendations outlined in the Commission's report dated March 7, 1984). (Note: The <br /> <br />proposed Plan designated various proposed street-highway construction projects, both <br /> <br />in the City of Martinsville and the County of Henry, as being "Planned Improvements", <br /> <br />such as the Mulberry Road Extension Project and the Spruce Street Reconstruction Pro- <br /> <br />ject, or "Priority I Improvements", or "Priority II Improvements", or "Priority III <br /> <br />Improvements", or "Transportation System Management" projects, in which such last- <br /> <br />named classification, among other projects, is a proposed improvement to the inter- <br /> <br />section of Memorial Boulevard, West Church and Fayette Streets.) Urging Council to <br /> <br />give the highest priority toward improvements at the intersection of Memorial Boule- <br /> <br />vard, West Church Street and Fayette Street, to help eliminate vehicular traffic con- <br /> <br />gestion and to achieve better pedestrian safety, were Messrs. Clyde L. Williams (of <br /> <br />607 First Street), Thomas J. Womack (of 200 Fourth Street), William B. Muse (of 611 <br /> <br />First Street),Joseph E. Finley (of 1608 Roundabout Road), Mr. William D. Hobson <br /> <br />(former Mayor, of 1013 West Fayette Street), and Joseph W. Pritchett (of 1203 Maxine <br /> <br />Road). Speaking to the proposed Plan in general and suggesting that within each assigned <br /> <br />priority there should be sub-priori ties establ ished was Mr. Oakley H.
