<br />~90 <br /> <br />TUESDAY <br /> <br />MARCH 13, 1984 <br /> <br />method of dispersing traffic in the Circle Court area, because of the <br />Commission's concern over the impact that the widening of Rives Road <br />to four lanes would have on the remaining residential section of Rives <br />Road from Circle Court to Mulberry Road; <br /> <br />2. The intersection of Rives Road and Mulberry Road be considered for a <br />possible Transportation System Management (TSM) project, because of <br />the Commission's concern with the sight distance and turning radius <br />at this intersection, especially for large trucks and tractor- <br />trailers; and <br /> <br />3. Although Route 220 South/Route 58 East By-Pass is situated in Henry <br />County, a change from Priority III to Priority I--for the construction <br />of at least two lanes of this project-is recommended, to reduce the <br />volume of the east/west traffic through the City, particularly along <br />Starling Avenue. <br /> <br />After some discussion, in which Mayor Cole stressed the far-reaching effects of the <br /> <br />Transportation Study (i.e., Plan), when and as adopted, in which the entire community <br /> <br />ought to be involved before adoption, and after commending the Planning Commission for <br /> <br />its comprehensive study of the plan as well as representatives of the City, the County <br /> <br />of Henry, and the State Department of Highways & Transportation for the development <br /> <br />thereof, Council called for a duly-advertised public hearing to be conducted thereon <br /> <br />by Council at its forthcoming March 27th meeting. <br /> <br />As a result of recently-resumed negotiations between the City's administrative staff <br /> <br />and the administrative staff of the Henry County Public Service Authority (authorized <br /> <br />by Council on January 24, 1984) toward diverting sewage waste from the City's Jones <br /> <br />Creek Interceptor line to the PSA's Upper Smith River ("Koehler") Wastewater Treat- <br /> <br />ment Plant, City Manager Edmonds presented for Council's consideration a proposed <br /> <br />letter of understandings which, if approved by Council, would be addressed to the Henry <br /> <br />County Public Service Authority. These understandings, as set forth in the proposed <br /> <br />letter, were as follows: <br /> <br />1. The diversion facilities, including the transmission line, will be <br />designed and constructed by the Authority with a capacity of 3 MGD, <br />estimated to cost $386,000.00, with the City to pay 100% of the <br />initial cost of such facilities. <br />
