<br />~z ~ <br /> <br />TUESDAY <br /> <br />MARCH 13, 1984 <br /> <br />/'" <br /> <br />the northwest side of said street, as well as one or more owners of property situated <br /> <br />on the west side of Pine Street, and were represented by Mr. David V. Williams, Attorney <br /> <br />at Law. Opposing the petition was Mrs. Hazel S. Nickelston, present at this meeting, on <br /> <br />behalf of the Smith heirs, owners of a tract which abuts this alleyway, whose objections <br /> <br />were set forth in a letter filed with the Planning Commission. The record notes that Mr. <br /> <br />John J. A. Sanders, owner of property fronting East Church Street (in said 500 block), <br /> <br />- <br /> <br />also registered his opposition to the petition with the Planning Commission. There being <br /> <br />no other persons present to be heard on this matter, Mayor Cole declared the public <br /> <br />hearing closed; whereupon motion, duly seconded and unanimously carried, Council accepted <br /> <br />the Planning Commission's recommendation thereon and, thus, denied the petition. <br /> <br />Pursuant to duly-published notice, Council conducted a public hearing on W. H. Weaver <br /> <br />Construction Company's petition seeking an amendment to a Special-Use Permit (previously <br /> <br />issued to this firm by the City for Phase I of its Martins Landing Apartment Complex, <br /> <br />situated on the north side of East Church Street opposite the Cabell Street intersection) <br /> <br />whereby petitioner would be allowed to construct (as Phase II of this project) forty-six <br /> <br />(46) additional housing units at said complex. Representing petitioner was Mr. Harris <br /> <br />Brown, its Project Developer. There being no objections registered by any citizen to the <br /> <br />petition, and in accepting the Planning Commission's recommendation that the petition <br /> <br />be granted, Council unanimously approved same, subject to compliance by petitioner with <br /> <br />the same terms and conditions as were attached to the original permit. <br /> <br />Under date of March 7, 1984, the Planning Commission recommended that Council adopt the <br /> <br />Martinsville Area Transportation Study, Year 2000, (dated June, 1983, and referred by <br /> <br />Council to the Commission of July 26, 1983), with the added recommendations that: <br /> <br />1. Additional study be given to the Rives Road project from Circle Court <br />to Route 220 South from a point of view of determining a suitable <br />
