<br />2~ <br /> <br />TUESDAY <br /> <br />MARCH 13, 1984 <br /> <br />2. The City will purchase 1 MGD capacity in the Authority's Upper Smith <br />River Wastewater Treatment Plant at a cost of $636,482.00 (or 12.5% __ <br />1 MGD of 8 MGD -- of the local historical cost of the PSA's existing <br />facility) . <br /> <br />3. The Authority will design and construct facilities required to expand <br />the Authority's Upper Smith River Wastewater Treatment Plant from, <br />4 MGD capacity to 8 MGD capacity, with the City to pay $142,263.00 <br />(or 12.5% -- 1 MGD of 8 MGD of the expansion cost). <br /> <br />- <br /> <br />4. The total cost to the City, as described in items 1, 2 and 3 above, <br />is estimated to be $1,164,845.00, subject to adjustments upon Com- <br />pletion of ongoing contract negotiations and upon receipt of con- <br />struction bids. <br /> <br />5. After the improvements set forth above become operational, the City <br />will pay to the Authority the City's pro-rata share of the operation <br />and maintenance costs related to the diversion facilities and treat- <br />ment plant. <br /> <br />Mr. Edmonds further pointed out, in said proposed letter, that the current City/Authority <br /> <br />agreement (dated January, 1974) must be amended or a new agreement executed to address <br /> <br />fully all terms and conditions of cost-sharing and operation of the improvements in <br /> <br />question, prior to actual construction of the facilities. Mr. Edmonds then presented <br /> <br />to Council certain information portraying the financial conditions of the City's Sewer <br /> <br />Bond Fund and operating Sewer Fund, suggesting that the current deficit of $939,312.00 <br /> <br />in the Sewer Bond Fund (which has no outstanding bonded indebtedness) be eliminated by <br /> <br />transferring from the operating Sewer Fund a like amount, with the result that the <br /> <br />- <br /> <br />regular Sewer Fund (after this transfer) will show some $369,699.00 surplus at July 1, <br /> <br />1984; and, on the basis of the Sewer Fund's proposed 1984-85 budget, the regular Sewer <br /> <br />Fund will have a surplus of $578,428.00 at June 30, 1985. Mr. Edmonds also presented <br /> <br />estimated capital requirements of the City for the following two methods toward meeting <br /> <br />the City's sewage treatment needs: <br /> <br />A. Diversion of 1 MGD from the City's Jones Creek Interceptor to the PSA's <br />"Koehler" treatment plant and the "buy-in", as outlined in Mr. Edmond's <br />proposed letter, plus the cost of odor-control and other improvements <br />at the City's sewage treatment plant (City's net cost). . .$2,101,645. <br />
