<br />~ 8!! <br /> <br />TUESDAY <br /> <br />FEBRUARY 28, 1984 <br /> <br />the Virginia Municipal League opposes because of its possible adverse effect on State <br /> <br />funding to local municipalities. <br /> <br />In response to Councilmember Severt's query as to when, and in what manner, the Council <br /> <br />should respond to the City School Board's recent proposal that a joint Council-School <br /> <br />Board committee be established to study and recommend ways and means of providing (by <br /> <br />private enterprise) affordable housing within the City, especially for young married <br /> <br />couples, members of Council suggested that this subject might be broached during a <br /> <br />forthcoming tour with School Board members of the City School System's physical facilities, <br /> <br />whereas City Manager Edmonds suggested that the formation of such a committee might best be <br /> <br />undertaken in conjunction with the presentation to Council in the near future of an updated <br /> <br />Comprehensive Plan for the City. <br /> <br />With regard to Council's February 14th approval or the minutes of its regular meeting held <br /> <br />January 24, 1984, with the proviso (requested by Mayor Cole) that further clarification be <br /> <br />made of that section of said minutes covering Council's acceptance of City Manager Edmonds' <br /> <br />recommendations made a part of his report (included in said minutes) entitled, "Sewage <br /> <br />Treatment Issues", a proposed addendum to those minutes was offered, which Council <br /> <br />accepted upon the condition that the pertinent section of said minutes be re-written to <br /> <br />reflect and incorporate the specific authorizations set forth in the proposed addendum, <br /> <br />viz., that Council authorized (1) Wiley & Wilson to proceed with the preparation of <br /> <br />detailed plans for digester and odor control improvements at the City's water pollution <br /> <br />control (sewage treatment) plant, at an estimated cost of $60,000.00, and (2) the City's <br /> <br />administrative staff to resume negotiations with the Henry County Public Service <br /> <br />Authority's administrative staff for diverting the City's Jones Creek Interceptor flow <br /> <br />to the PSA's Koehler treatment plant. <br />
