<br />2E <br /> <br />TUESDAY <br /> <br />FEBRUARY 28, 1984 <br /> <br />officials for membership on the following policy committes of the Virginia Municipal <br /> <br />League, with Vice-Mayor Oakes being nominated, also, for reappointment to membership on <br /> <br />the League's Legislative Committee: <br /> <br />George W. Brown, Assistant City Manager-Public Works Director, <br />for reappointment to the Community & Economic Development <br />Policy Committee; <br /> <br />Vice-Mayor Oakes for reappointment to the Effective Government <br />Policy Committee; <br /> <br />- <br /> <br />City Manager Don R. Edmonds for reappointment to the Environ- <br />mental Quality Policy Committee; and <br /> <br />Councilmember Eliza H. Severt for appointment to the Human <br />Development & Education Policy Committee, which Mrs. Severt <br />indicated she preferred over the Transportation Policy <br />Committee on which she has heretofore served, and with Mrs. <br />Severt being nominated to the Human Development & Education <br />Policy Committee to succeed Councilman Henry C. Reed, who <br />recently announced that he will not be a candidate for <br />re-election to City Council. <br /> <br />Vice-Mayor Oakes, in reporting on the February 22nd meeting of the Virginia Municipal <br /> <br />League's Legislative Committee (which he attended), called Council's attention to some <br /> <br />probable far-reaching effects of Senate Bill No. 239 (which he and Councilman West have <br /> <br />reason to believe will be carried over to the next General Assembly session) being pro- <br /> <br />posed for consideration by the current session of the Virginia General Assembly (or one <br /> <br />of its committees) whereby the State Corporation Commission might eventually be empowered <br /> <br />to regulate rates of utility services provided by various Virginia municipalities. Vice- <br /> <br />Mayor Oakes also reported that (1) no increase in the State sales tax rate is envisioned, <br /> <br />(2) legislation is being considered to exempt certain personal property from taxation, <br /> <br />(3) a legislative adjustment is being considered which would favorably affect State re- <br /> <br />tirement benefits of State and local members (of the Virginia Supplemental Retirement <br /> <br />System) employed after the year 1980, and (4) efforts are underway within the General <br /> <br />Assembly to legislate a limitation on State spending, which such legislated limitation <br />
